Elk Creek C-1981-022 <br />15 February 2007 <br />P9 2/3 ~d-~ <br />Hydrologic Balance (cont.): Pond D (cont.): -The trash rack and anti-vortex device was in <br />placed on the primary discharge pipe. There is some sediment at the inlet of Pond D and <br />Jim Kiger indicated that this pond would be cleaned in the summer. <br />- The East Yard pond contained a small pool of water and was not discharging at the time of <br />the inspection. There is a small pile of rock and debris at the pond inlet from plowing of the <br />roads (left from the melting snow that was piled there). The pond embankment appeared to <br />be stable at the time of the inspection. No erosional problems were noted on the pond <br />embankment. <br />- The ditches along the haul road to the Elk Creek facilities area, the East Yard and old <br />highway 133 were all cleaned and appeared to be stable and functioning as designed. All of <br />the sumps in the ditches were also clear. No erosional problems were noted in any of the <br />ditches. <br />Backfilling & Grading: -The backfilled Sanborn Creek portal appeared to be stable at the <br />time of the inspection. There was no cracking or settling noted in the reclamation. All of the <br />runoff from the portal appeared to be flowing off of the backfill and no erosional problems <br />were noted on the area. There is some vegetation at the site but the area is still mostly bare <br />dirt. <br />Explosives: -The explosives magazines were in place just below Pond D and the elevated <br />conveyor from Elk Creek portals to the coal stockpile at the time of the inspection. The small <br />pad where the magazines are located was muddy but it was stable and in good condition at <br />the time of the inspection. <br />Processing Waste: -The West Valley Fill was well maintained and stable at the time of the <br />inspection. There was no water pooling on the pile and all of refuse has been spread and <br />compacted on the pile. Jim Kiger indicated that compaction tests showed that the pile did <br />not meet the required density so the pile will be reworked. There is approximately 10 vertical <br />feet left on the pile, based on the operator's recent survey and the survey stakes that have <br />been placed in the ground. The operator plans to use the West Valley Fill during the winter <br />months and the II-West refuse pile during the summer months. This will extend the life of the <br />West Valley Fill. The reclaimed outslopes of the pile were all well vegetated and stable. No <br />erosional problems were noted on the outslopes at the time of the inspection. <br />- The II-West refuse pile was inaccessible due to the muddy conditions on the haul road at <br />the time of the inspection. <br />-The reclaimed East Yard pile appeared to remain stable and well vegetated. No erosional <br />problems were noted on the pile at the time of the inspection. <br />Support Facilities: -The Sanborn Creek Fan area was wet and muddy at the time of the <br />inspection. The area appeared to be stable and no erosional problems were noted. <br />- The substation #3 pad was muddy but appeared to be stable at the time of the inspection. <br />No erosional problems were noted on the pad at the time of the inspection. <br />- Both the Sanborn Creek and Elk Creek Mine facilities areas were wet and a bit muddy but <br />appeared to be stable at the time of the inspection. No erosional or other problems were <br />noted at either of the facilities areas. <br />- The downhill conveyor from the Elk Creek Portals to the coal stockpile was stable and in <br />good condition at the time of the inspection. <br />
