during the inspection were maintained and functional
with the exception of the diversion on the south side
of refuse disposal area 2-3 and the diversion on the
north side of refuse disposal area 4. These
diversions have not been maintained to design. Nor
has the required riprap been placed in the diversions.
DMG issued NOV #C-93-154 for this violation.
A ditch along side of pond PP-2 has filled in at one
location below the pond. Interim measures were taken
until conditions allow the ditch to be recut.
Impoundments--All of the certified impoundments were
observed with no problems noted. The construction of
the impoundments were not checked against the as-built
drawings. One impoundment at the Slot Storage has
tamarisk which needs to be removed from the
embankment.
Sediment Control--It was noted during the inspection
that there are several areas of the mine which have
been disturbed and do not have approved or designed
sediment control or an exemption from sediment
control. These areas include the lay-down areas at
the railroad loadout and along the conveyor and the
slot storage area; several topsoil stockpiles; trash
dump; water tank and other unidentified areas which do
not have approved sediment control. DMG issued NOV C-
93-155 for failure to pass disturbed area runoff
through a sediment pond or to demonstrate that the
disturbed area does not need treatment to meet the
applicable effluent limits.
Ground Water Monitoring Sites--None of these were
checked during this inspection.
Surface Water Monitoring Sites--None of these were
checked during this inspection.
HAUL AND ACCESS ROADS: All roads observed during this
inspection were maintained and in good condition.
TOPSOIL: No topsoil is being removed or placed at this time.
Topsoil piles observed were signed for identification and
vegetated to protect them from loss due to wind and water
8
