III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion.of observations.made <br />during the inspection: Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. . <br />Roads <br />The paved main haul road was in very good condition. The guazd rail was in place. The graveled haul <br />road to gob pile # 1 was also in very good condition. The berm on the outside edge of the road was <br />functional, The operator has seeded and placed mulch blankets on the outside slope of the road for <br />erosion protection. <br />Topsoil Stockpile <br />The main topsoil stockpile was well vegetated. The operator has placed mulch blankets on those <br />portions of the stockpile that needed to be reseeded due to the placement of additional topsoil. Mulch <br />blankets have also been applied to the new topsoil stockpile at the gob pile # 2 area and at the <br />preexisting topsoil stockpile at the gob pile # 1 azea. <br />Gob Piles <br />The operator has begun placing gob material in gob pile #2. The underdrain of gob pile #2 has been <br />constructed and the certification has been submitted to the Division. <br />Slope Stability <br />There were no signs of slope instability with any of the cut and fill slopes. <br />Inspection of the Exploration Drill Sites <br />The purpose of this inspection was to determine the status of several reclaimed exploration drill sites <br />and whether the reclamation bond can be released for each site. Bowie Resources had requested that <br />the reclamation bond be released for these reclaimed exploration drill sites. <br />X-1996-217-01 (Terror Creek Exploration) <br />Site BR2-96-8 -The operator stated that this drill site will be reused to drill a gob vent borehole into <br />the B-seam in support of future mining. This site and its accompanying reclamation bond have already <br />been transferred into the Bowie No. 2 Mine pernut through Permit Revision No. 5. The drill site is now <br />designated as GVB-WD-2C. The reclamation bond for this exploration drill hole can be totally <br />released. <br />Site BR2-96-9 -This site is on the side of the road and has been regraded and seeded. The vegetative <br />cover was good and there were no signs of erosional problems. There was a small amount of <br />miscellaneous equipment that had been recently placed on site that will need to be removed. The well <br />
