III. COMMENTS -COMPLIANCE <br />Below are comments on the Inspection. The comments include discussion.of observations made <br />during the inspection: Comments also describe any enforcement actions-taken during the inspection <br />and the facts or evidence supporting the enforcement action. . <br />has been filled with cement but a coaxial cable was installed through the cement to monitor subsidence <br />movements. The well casing has not been cut below ground level. Even though this type of subsidence <br />monitoring is not required by the Division, the operator wants to continue using this site for subsidence <br />monitoring for the next yeaz or two. The reclamation bond can not be released until the well casing is <br />cut off below the ground surface and the location of the well is mazked appropriately. <br />Site BR2-96-10 -This site is also by the side of the road and has been reclaimed. The disturbed land <br />has been regraded and seeded. The vegetative cover was good and there were no signs of erosional <br />problems. The well has been filled with cement and the well casing has been cut off below ground <br />level and mazked with a T-post. There was a small amount of thistle that needs to be sprayed at this <br />site. The total reclamation bond for this site can be released. <br />X-1998-217-02 (Freeman Gulchl <br />Site BIt2-98-1 -This site, and its associated road, have been reclaimed. The azea has been regraded <br />and seeded. The vegetative cover was moderate, although the operator committed to spot broadcast <br />seed a few very small areas. The well was filled with cement and the casing was cut off and the <br />location marked with a T-post. This site can have its total reclamation bond released. <br />Site BR2-98-6 -This drill site is located by the side of the road. The well casing was cut off below the <br />ground and the location was mazked with a T-post. The site was regraded and seeded. The vegetative <br />cover was moderate and no signs of erosion were observed. This site's total reclamation bond can be <br />released. <br />X-2000-217-OS (Iron Point) <br />Site IP99-27 -This drill site is by the road and has been reclaimed. The site was regraded and seeded. <br />The well casing was cut off below the ground surface. The hole location still needs to be mazked. The <br />reclamation bond for this site can not be released until the operator submits to the Division a picture <br />that verifies that the location of the drill hole has been appropriately mazked: <br />X-1998-217-03 (Hotchkiss Ranchl <br />Site HR98-22 -.This drill~site has been regraded and seeded. The drill site was well vegetated and <br />there were no signs of erosional instability. However, at the request of the landowner, verified in a <br />telephone conversation with the landowner on July 21, 2004, the road is to remain and the mud pit is to <br />be turned into a stock pond. The well was filled with cement and the casing was cut off below ground <br />level. However, the location of the reclaimed well still needs to be marked appropriately. The total <br />reclamation bond for this site can be released when the operator submits to the Division a picture that <br />verifies that the location of the drill hole has been marked appropriately. <br />c:/word/bowie2/insp0704 <br />
