Bowie No. 2 C-96-083 <br />Pg 2/3 14 Sept 02 C~.~ <br />Hydrologic Balance (cont.): - Pond K contained water several feet below the <br />discharge pipe at the time of the inspection. The pond embankment was well <br />vegetated and appeared to be stable. There were no erosional problems noted on <br />the pond embankment at the time of the inspection. <br />- All of the roadside ditches were well vegetated and stable at the time of the <br />inspection. The ditches were all clean. <br />-All of the culverts were clear and appeared to be functioning properly at the time <br />of the inspection. The one exception was the culvert at under the haul road at the <br />entrance to the mine. This culvert was plugged but it was being replaced by the <br />operator. By the end of the inspection, the work had been completed and the <br />culvert appeared to be functional again. <br />Processing Waste: -Gob pile 1 was stable at the time of the inspection. The outslopes <br />of the pile have been covered and revegetated. There were no erosional problems <br />noted on the side-slopes. The surface of the pile still has space for more refuse. There <br />was no water pooling on the surface of the pile and it appeared to be properly <br />compacted and graded to allow water to flow off of the pile. <br />-Gob pile 2 was being actively worked at the time of the inspection -with refuse <br />being dumped, spread and compacted. The operator (a contractor) was <br />performing density testing on the pile at the time of the inspection. The surface of the <br />pile appeared to be well compacted, with no water pooling on the surface of the <br />pile at the time of the inspection. The pile appeared to be properly graded to allow <br />water to flow off of the pile. The operator was moving the excavated subsoil (to later <br />be used as cover material) to its permanent stockpile location at the time of the <br />inspection. <br />Support Facilities: -All of the material storage areas (by the upper portals, the gob <br />piles, the loadout and topsoil stockpile A) were stable at the time of the inspection. <br />All of these storage areas had berms to control runoff. <br />- The preparation plant was operating at the time of the inspection. The building <br />does not yet have its "skin" on but the operator indicated that it would be finished in <br />the next couple of weeks. The plant bench was stable at the time of the inspection. <br />The operator was actively watering the bench at the time of the inspection to control <br />fugitive dust. <br />-The loadout area appeared to be in good condition at the time of the inspection. <br />The area was not inspected closely as the operator was loading trains during the <br />inspection. <br />-The perimeter of the coal stockpile was walked during the inspection. The berm <br />around the pile was in place and appeared to be stable and functional. There was <br />a small amount of coal that has fallen from the pile onto the surrounding areas but <br />they are still within the disturbed boundary. <br />-The water tank and substation bench was stable and in good condition at the time <br />of the inspection. There were no erosional problems noted on the bench. <br />-The new Bowie No. 3 portals were producing coal at the time of the inspection. The <br />bench area was stable and in good condition at the time of the inspection. <br />
