III. COMMENTS -COMPLIANCE <br />Bowie No. 2 Mine C-96-083 <br />Pg 1 /3 14 Sept 04 <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Bowie No. 2 Mine conducted by Jim Stark of <br />CDMG. Bill Bear was present on part of the inspection and part of the records check. <br />This was also a bond compliance inspection of the mine. The mine was actively <br />producing coal, hauling refuse and loading coal at the time of the inspection. The <br />weather was warm and sunny and the ground was dry. <br />Availability of Records: All of the necessary records were available at the mine <br />office. See the records checklist at the end of this inspection report. <br />Signs and Markers: All of the necessary signs (including the mine ID signs, the <br />disturbance boundary markers and the topsoil stockpile signs) were in place at the <br />time of the inspection. <br />Roads: -The mine entrance/haul road is a paved road. The road was well <br />maintained and in good condition. <br />-The haul road to the refuse disposal areas was well maintained and in good <br />condition. No erosional problems were noted on the road. The operator was <br />continually watering the road during the inspection. <br />-The light-use road to the water tank and substation bench was well maintained and <br />appeared to be stable at the time of the inspection. There were no erosional <br />problems noted on the pile at the time of the inspection. <br />Hydrologic Balance: - Pond B contained water several feet below the discharge pipe <br />at the time of the inspection. The pond was not discharging and did not appear to <br />have discharged recently. The pond embankment was wel( vegetated and <br />appeared to be stable. There were no erosional problems noted on the pond <br />embankment at the time of the inspection. <br />- Pond C contained water several feet below the discharge pipe at the time of the <br />inspection. The operator was using the water in the pond to water the roads and <br />bench areas of the mine. The pond embankment was well vegetated and <br />appeared to be stable. There were no erosional problems noted on the pond <br />embankment at the time of the inspection. <br />-The Gob Pile Pond contained water several feet below the discharge pipe at the <br />time of the inspection. The pond embankment was well vegetated and appeared <br />to be stable. There were no erosional problems noted on the pond embankment at <br />the time of the inspection. <br />- Pond F contained a small amount of water at the time of the inspection. This is a <br />new pond and there was little vegetative cover on the embankments. There were, <br />however, no erosional problems noted on the pond embankment at the time of the <br />inspection. <br />
