It appears that the original appliant may have intended <br />for the plant site area to be reclaimed to agricultural land. The Division considers this <br />matter to be a problem and requests that the operator clarify the plans for final <br />reclamation of the plant site via submittal of a permit modification. An application for <br />a technic a7. revision will be sufficient to resolve this problem if the operator will <br />reclaim the plant site area in a manner that is consistent with the designated post-mining <br />land uses and the reclamation plans for the surrounding areas. At a minimum, the <br />technical revision application should include plans and itemized costs for demolition of <br />foundations and permanent structures, ripping of compacted areas, and stabilization of the <br />affected land through measures such as topsoiling and revegetation. As an alternative, <br />the operator may wish to leave the plant site area intact to serve as an <br />industrial/commercial area. Under that scenario, the operator will need to submit an <br />application for a permit amendment that will include the following components: 1) written <br />verification from the landowner that they desire the plant site to be left as is for <br />industrial/~=ommercial purposes, 2) adequate demonstration that there will be at least one <br />or more outside sources of pit run aggregate to come into the plant site at the time of <br />final reclamation, and 3) written verification from the Weld County Planning & Zoning <br />Department that the plant site area in question is or will be zoned for <br />industrial/commercial use. See Rule 3.1.11 for further information. Please see page 4 <br />for Corrective Actions. <br />10.
