(TRI) <br />Janet Binns, Colorado Division of Minerals & Geology (DMG) <br />Henry Austin, Office of Surface Mining (OSM) <br />I participated in a complete, oversight inspection at the Trapper Mine on September 24 & 25, <br />2003 with the above individuals. This mine was selected for oversight during evaluation year <br />EY 2003 by the joint DMG / OSM Oversight Team. Weather conditions were fair and dry, and <br />ground conditions were dry at all areas inspected. There were no offsite impacts identified during <br />the inspection, or as a result of environmental monitoring records review. The permittee is in <br />compliance with the approved DMG permit, and DMG Permit Renewal No, 4 does not contain <br />and conditions or stipulations for mining and/or reclamation operations. Permit Revision No. 5 <br />that changes mining pit orientations, and the above permit renewal were approved by DMG on <br />June 20, 2003. A major bond release action is also nearing completion at the mine, and according <br />to TMI staff, another bond release application may be in the works for next year. <br />We began the inspection with Ms. Binns describing our inspection purpose, providing a plan for <br />conducting a field review of the mine, and describing recent permitting and operational <br />milestones, etc. We began the field inspection on Sept. 24 with stops and observations of the <br />following: Ash Pit off the main East-West haulroad, F Pit & East F Pit, East Flume sed. pond <br />that discharged Spring 2003 (sediment removal planned here) & the A Pit just upslope from the <br />pond area, Eastern extent of topsoil pre-stripping looks good, East Middle Flume Pond that also <br />discharged Spring 2003, M Flume # 3 sed. pond (2 ponds in series) located just downslope of the <br />G Pit which was receiving pit pumpage during the inspection and also discharging with no <br />problems noted, the West Flume Pond that also discharged Spring 03, Horse # 1 Pond that had a <br />reseeded embankment-just germinating well, inspected the site of the proposed West Horse Pond <br />to be constructed next year and this area is nearing the current southern permit boundary, F Pit <br />topsoil pre-strip area was OK, F Pit topsoil replacement area where we dug 3 holes to check <br />cover depths and all three holes met permit requirements, <br />
