Trapper Mine, pe. 2 <br />Ms. Binns recommended minor erosion control on the ditch-berm just east and downslope of the <br />power substation at G Pit, West Flume # 1 Pond, Oak # 1 & #2 ponds in series (2 pond was <br />completely dry), inspected the reclaimed area just upslope of the Oak ponds and discussed the <br />husbandry rule requirements in DMG's program, Sage Ponds-in series that have never <br />discharged, Grouse Ponds West-2 in series, Pyeatt Ponds-2 in series-discharge flume monitoring <br />point-and natural spring discharge below the pond embankment, Middle Pyeatt Ponds-Z in series <br />and the same at West Pyeatt Ponds, Johnson lOR Pond, ash disposal area (former A Pit), Ute <br />Pond and Ute 1R, observed the completed topsoil replacement at the D Pit scheduled to be <br />seeded this Fall, Elk Pond that is approved for permanent impoundment retention, the East & <br />West buzzard Ponds area-3 ponds removed and will be reclaimed whi]e 1 pond approved to <br />remain as a permanent impoundment at West Buzzard area, Far East Buzzard area, Coyote Pond <br />that may be removed, the No Name # 4 pond was being cleaned out during the inspection, No <br />Name # SR was discharging during the inspection, this is NPDES outfall 002, the industrial <br />waste pond is scheduled to be cleaned this Fall 03 (some SPCC regulatory changes may involve <br />modifications here), and we concluded the field inspection at Impoundment H that is an MSHA <br />sized facilities area (no mining disturbance runoff) impoundment where we discussed possible <br />removal of this structure as it has never held water of any significance, never discharged, and my <br />not be necessary. This concluded the field inspection. <br />Ms. Binns and I conducted a thorough review of records including environmental monitoring & <br />reporting, and DMG approved permit requirements and annual reporting. The review included <br />the following: Permit renewal # 4 and permit revision # 5 package approved by DMG on June <br />20, 2003, 9/4/03 surety letter documenting the $25,900,000.00 surety bond with Travelers <br />Casualty,2/25/03 public blasting notification-distribution list which is very complete, 10/30/02 <br />letter from TMI to DMG providing the most recent bonding calculations, NPDES permit renewal <br />is being reviewed by Colorado DOH and DMR's for the past few quarters were reviewed that <br />documented severa] discharges none of which exceeded permit effluent limitations, the 11/6/02 <br />mid-term review contains a comprehensive listing of past permitting actions since the previous <br />permit renewal and their current status, both the annual hydrology and reclamation reports are <br />current, 7/30/03 groundwater monitoring results, current liability insurance coverage, and the <br />2/17/03 blasting schedule publication-distribution and daily blasting records are in order and no <br />citizens complaints have been received during 2003.
