Comments also describe any en`~orcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />to amend the certilicatiun to reflect this minor change. <br />Ct3A-I and North Decline Small Area Exemption sediment traps were dry. <br />Diversions, etc. <br />As noted in the previous inspection, high flows in Coal Canyon due to September storm <br />events had damaged several of the rock check structures in the permanent diversion segment <br />belov`.the upper dip section. All of the rock check structures will need to be reconstructed to <br />comply wish revised desi~~ns as specified in PR-02, by this spring. <br />Temporary diversion ditches. berms, culverts, and sediment traps within the various <br />facility areas in general appeared to be properly maintained and functional. The upper 150' <br />segment of ditch at the loadout below Transfer Point 4 had again silted in and maintenance is <br />necessary. Certain drainage design modifications associated with drainage ro Pond 5 and Pond 8 <br />were included in recently approved TR-22 and PR-02, and will need to be implemented by this <br />spring. <br />Minewater discharec <br />Dischm~ge points 002 and 004 were observed to be discharging clear water at various <br />times during the inspection. Point 001 was not discharging when checked. <br />Processinb Waste <br />At CRD.A-2. refuse had been spread and graded on the working bench. Terrace Drain #4 was <br />completed alon,, its entire length, and the various diversion and collection ditches associated <br />with CRD.A-2 appe:u ed to he properly maintained, with the exception of certain upper diversion <br />segments identified in NOV C-97-016. The operator has submitted a technical revision (TR-24) <br />to address regrading of the specified ditch segments, and grade stakes were in place along the <br />ditch at the time of the inspection. The NOV was extended to January 19, 1998, to allow <br />additional time for review of the TR application. Terrace drains and reclaimed bench outslopes <br />appeared to he in good condition. with no excessive erosion, sediment deposition, or apparent <br />instability observed. <br />The upper .0" cmp at the lower end of the CRDA-2 East Collection Ditch has accumulated <br />sediment from storm runoff earlier this fall. and although still functional, is in need of cleanout. <br />
