Compliance wi to Coiora do Surface Coal 'Ti ni^q RecZama t'_on Act <br />CRS 197J, a5 amended 34-JJ-IO_', et. sera., <br />and the <br />R u1e5 and Rewlati ons Issued Pursuant a the .tct <br />This includes a li'sting of the particular provis!ons of the requlator~> ?roy_am which were <br />examined during the course of t4is inspection, and identifies enforcement actions taken <br />during the inspection for failure to comply with t7e Rules and Regv_'ations, the Act and <br />the permit. <br />4.02 Signs and Markers <br />The mine permit and I.D. sign is in good condition and in compliance. No blasting <br />occurs at the site at this time. Topsoil stockpiles and the saline-sodic soil material <br />were all marked appropriately. In the near future, the topsoil stockpile at the loadout <br />will need to be marked. <br />9.03 Roads <br />Roads at the site were in good condition. Additional gravel that has been placed <br />on the haul/access road facilitates road drainage and drying. All culverts along the <br />haul/access road were inspected and found to be cleat and in good condition. Some <br />gullying along the haul/access road in the embankments was observed. <br />4.05 Hydrologic Balance <br />The operator recorded flow in Mann Draw for the first time since apparatus was <br />installed a year ago. A flow of 0.9 acre-feet of water was recorded on the Parshall <br />flume, and 11 inches of depth on the crest recorder. Groundwater monitoring was to take <br />place on Wednesday, August I9. Very Little ponding occurred behind the Mann Draw embank- <br />ment in which the Parshall flume is installed. <br />9.05.3 Diversions <br />Ditch C-2 has been constructed and is functional. Evidence of flow along the <br />ditch and into C-pond was observed. The operator has constructed an additional ditch <br />to channel water from the recently stripped area into pond B. A small wedye of stripped <br />area (approximately 1 acre) had runoff that was uncontrolled so the operator constructed <br />a temporary settling basin to collect any runoff from this small area. <br />4.05.6 Sedimentation Ponds <br />AZ1 sedimentation ponds were inspected at this time. The pond behind embankment <br />R was dry, though a small amount of water had ponded in front of the embankment. The <br />operator had not discharged any water from tl~e pond. Ponds A and B had small amounts of <br />standing water oresent. Pond C had more standing water than the other ponds. Pond C <br />remains to be brought up to permanent program design standards by incorporating a de- <br />watering device and emergency spillway. Vegetative growth on all pond embankments was <br />sparse. <br />
