III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion o} observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />Siens and Markers <br />Mine ID signs were up at the appropriate locations and contained the required information. <br />Surface disturbance markers were up around the mine site. <br />Roads <br />The roads at the mine site were passable and in good shape. The road to Freeman Gulch was <br />very muddy due to snowmelt. Therefore, there was no attempt to go up to Freeman Gulch for <br />this inspection. <br />Topsoil Stockpiles <br />The main topsoil stockpile was completely covered in snow. There was no gullying on the gob <br />pile topsoil stockpile and the coverfill topsoil stockpile. Topsoil stockpile signs were up, except <br />for the sign at the gob pile topsoil stockpile. That sign needs to be put back on its post. Protective <br />berms and straw bales were functioning. <br />Gob Pile <br />The operator has begun salvaging additional topsoil and removing cove~ll subsoil material in <br />order to add more gob to the second lift. The top of the gob pile has positive drainage. The <br />underdrain is exposed at the back of the pile. Collection and diversion ditches, as well as the gob <br />pile road culvert, were functional. However, the west collection ditch and the gob pile haul road <br />ditch need touching up in several spots. <br />HydroloQy <br />Pond B had a little water in it due to snowmelt and from the highway dust control wash runoff. <br />Pond C had ice and snow covered water at a level just above the elevation of the primary <br />discharge tube. Pond D was wet but had no free standing water. There is a very small slump on <br />the inslope of the Pond C embankment. This should be repaired when the site conditions are <br />
