III. COMMENTS -COMPLIANCE <br />rock falls. The straw bales that surround the drop culvert C inlet need to be repaired soon. <br />All of the ditches at the minesite were functional. The upper diversion ditch had full <br />capacity. A small seep_ was coming out of the small pre-existing slide above the east <br />central portion of the diversion ditch. The ditch had sufficient riprap. During the <br />inspection, the operator touched up the diversion ditch above the old waste pile. At the <br />temporarv coal stockpile, above the crushing/screening bench, coal has to be pulled back <br />from the diversion.ditch/berm in one small section. There were no problems with anv_ of <br />the other ditches. <br />The operator is being careful not to stockpile coal at the loadout too close to the outside <br />protective berm. It appears that a small berm or some bales need to be placed at the north <br />edge of the loadout bench, lust to the east of the loadout building. There is a low sp_ of <br />there and runoff may need to be redirected. <br />Silt fences and straw bales were in place at the mine SAE areas. However the straw bales <br />on the south side of the railroad tracks at the highway stockpile will need replacing soon. <br />At that same location. some coal which had spilled onto the railroad tracks needs to be <br />picked up. <br />ROADS <br />All of the roads were passable and in good shape. However. there were a few rocks on <br />the road to the cap and powder house that made passage a little difficult. <br />The fan at the West Mine has been down for two weeks so the mine can not be properly <br />ventilated. Therefore, the portals at the West Mine and at the main mine entrances have <br />been fenced off. <br />
