III. COMMENTS -COMPLIANCE <br />The operator is not, currently, removing coal from Bowie No. 1 stockpiles for shipment. <br />The loadout is only shipping Bowie No. 2 coal. There has been a shortag_ a of coal cars. <br />The operator will be constructing a small fuel facility at the loadout. <br />TOPSOIL <br />No erosional gullies were seen at any of the topsoil stockpiles. Topsoil signs were up at <br />all of the piles, although the sign at the topsoil pile at the well field fell down and needed <br />to be set back up. Silt fence at the West Mine main topsoil pile was functional. <br />WASTE P[LES <br />The West Ridge waste pile was well vegetated. No signs of erosion or slope instability <br />were observed. The protective ditches, berms and culverts were functional. <br />The northeast addition to the West Ridge waste pile was div. The notch in the protective <br />berm was functional. The outslope was well vegetated. <br />There were no signs of slope instability at the old waste pile. The pile was well veg_ etated. <br />The operator touched up the upper diversion ditch FF during the inspection. <br />No problems were observed at the ROM pile. The run-of--mine waste will be disposed of <br />in an addition to the current waste pile or in a new waste pile. <br />All records were in compliance.
