III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />CRDA-2--Final reclamation was to be completed by the end of 2002 under the approved schedule. <br />Reclamation was completed by May 2002, with the exception of permanent seeding of certain areas (e.g. <br />the old upper diversion and the temporary refuse area road). These remaining areas will be permanent <br />seeded during October/November, 2002. <br />North Decline Dewatering System--Installation, regrading and revegetation was to have been completed <br />by the end of the 2nd quarter, 2002, and the work was successfully accomplished on schedule. <br />Overland Conveyor--Most conveyor structures were to have been removed by the end of 2001 under the <br />approved schedule, and the task was completed on schedule. The suspension bridge over the river and the <br />Transfer-2 building associated with the suspended section aze scheduled to be removed durin~ the 4d' <br />quarter of 2003. Grading and seeding of the conveyor corridor is scheduled for the 1=' and 2° quarters of <br />2003. <br />South Portal Area--Structural removal has been completed in compliance with approved schedule to date. <br />Various lower level structures (guard shack, shop, training building, and Lab buildings) and portal bench <br />structures (office complex, shop, warehouse, storage area) are to be removed by the end of first quarter, <br />2003. Substation B is to be removed by end of 3rd quarter, 2002. Substation A is to be removed by end of <br />1 ~' quarter, 2003. Regrading operations aze on schedule to date; upper diversion is to be eliminated by end <br />of 3rd quarter, 2002, top of RSRDA to be completed by end of 1~' quarter 2003, and mine bench grading is <br />to be completed by end of ls' quarter, 2004. Revegetation of RSRDA benches is to be completed during <br />4d' quarter, 2002. The upper diversion is (apparently erroneously) scheduled to berevegetated during 2nd <br />quarter, 2002, but fmal grading is not yet completed and is not scheduled for completion until next quarter. <br />Revegetation of the diversion would appropriately be conducted during October orNovember, 2002. <br />South Fan--Powerline has not yet been removed scheduled for 3rd or 4'" quarter, 2002. <br />Cameo Borrow Areas 1 and 2--Final reclamation was completed ahead of schedule, in 2'd quarter, 2002 <br />Fish and Wildlife <br />A hen chukaz with 10 or 12 chicks was observed near the drainage channel a[ the North Decline. A couple <br />other chukars were flushed near the 016 monitoring site and a pair ofGambel quail were flushed near <br />CRDA-1. <br />Revegetation <br />The extremely dry eazly growing season conditions have limited growth of seeded vegetation (and weedy <br />volunteer annuals) on reclaimed aeeas seeded in previous years. In most aeeas grasses appear semi- <br />dormant. There has been no germination on areas seeded in April, 2002. There did not appeaz to have <br />been germination of seeded species within the areas of CRDA-2 thatwere interseeded in the fall of 2001. <br />2-West Portals--Seeded Fa112000. At the upper portal site, vegetation is very sparse on the upper portion <br />of the slope, with significantly better establishment on the lower 1/3 of the slope. Seeded species present <br />include shadscale and four-wing saltbush, rubber rabbitbrush, winterfat, small bumet, unidentified <br />
