~. --
i ~
Mr. Westley Potts 2 2/22/96
Twin Canyon Mine M-83-030
Pf3 3 -Issued for an unknown chemical, surfactant, being stored and utilized at the mill
site. The permit states that no chemicals will be stored or utilized with the operation.
Corrective Action was to provide Material Safety Data Sheet (MSDS) for the surfactant
I and describe how this chemical is stored and utilized by the operation.
f Operators response, contained in 2/13/96 letter, stated that the barrel of
surfactant had been removed from the mill site.
Please clarify whether the surfactant will or will not be utilized at the mill
operation. If surfactant will be utilized in the future, please submit the description
of the surfactant, as originally requested.
PB 4 -Issued for absent drainage containment structure for the sand tailings stockpile.
DMG records did not contain assay of ore or tailings, sufficient to characterize the ore
and tailings as to their potential to generate Acid Mine Drainage (AMD-. Corrective
Action was to submit a TR to the permit application, containing lab analysis of the ore or
tailings sufficient to characterize the tailings as to their potential to generate AMD.
Operators response, contained in 2/13/96 letter, included assay of ore from the
Charlene Tunnel (Twin Canyon Mine), dated 10/4/86. Operator also requested an
extension of the due date to complete the drainage containment structure for the
tailings stockpile area. Operator has described the drainage containment structure
as a ditch which will convey tailings drainage to the sediment pond.
Corrective Action due date for completion of the drainage ditch has been
extended to 3/30/96.
I have provided copy of the ore assay to Harry Posey at the DMG Denver office.
Harry Posey specializes in geochemical issues for DMG. DMG will inform the
operator of determination of ore and tailing potential for generating AMD.
Operators letter also contained a request for leaving the sediment pond as a permanent
structure and for keeping the tailings stockpile as a potential source of sand fill. DMG
response to the request will follow under separate letterhead.
Please contact me at the DMG field office in Durango, 1474 Main Avenue, Room 207,
Durango, CO 81301-5182, phone (970) 247-5062, if you have any questions.
Sincerely,
arl~~~7~ ~~~--
Wallace H.
