Following is a description of the revegetation plan for all <br />areas to be reclaimed: <br />i) The approved seed mix: <br />Plant Species Seeding Rate <br />Pubescent Wheatgrass 3.0 lbs./acre P.L.S. <br />Western Wheatgrass 5.0 lbs./acre P.L.S. <br />Blue Grama 1.0 lbs./acre P.L.S. <br />Side Oats Grama 1.0 lbs./acre P.L.S. <br />Russian Wildrye 1.0 lbs./acre P.L.S. <br />Cicer Milkvetch-Lutana 1.0 lbs./acre P.L.S. <br />Four Wing Saltbrush (dewinged seed) 0.5 lbs./acre P.L.S. <br />r.L.a. = rare Live aeea <br />Seeding rate is for drill seeding; must be doubled if seed is broadcast <br />ii) Harrowing following seeding, or dragging over the <br />seed with a metal mat or chain, is required. <br />iii) Fertilization is required at the time of seeding, <br />with the type and application rate for fertilizer to <br />be determined based on soil nutrient testing. <br />iv) Mulching is required at a rate of two tons of straw <br />per acre, with the straw crimped into the soil on <br />slopes of 3:1 or shallower. On steeper slopes, <br />hydromulching with tackifier, or blown straw that is <br />tacked down is required. All mulching is to occur <br />after seeding. <br />9. Portions of the A-band and E-band quarries have historically <br />captured and retained large volumes of runoff from rain events <br />and snowmelt. The DMG file contains information and <br />demonstration to show the standing water in the quarries is not <br />exposed ground water. The State Engineer requires that when water <br />is stored in excavated areas that evidence be provided that the <br />water is properly permitted or decreed, or that provisions be <br />made to release captured water within 72 hours of impoundment. <br />Given that the plan to backfill most of the E-band with CKD will <br />not come to fruition, it is likely that the quarries will <br />continue to capture and impound water following reclamation. DMG <br />suggests that Holcim contact the State Engineer's Office to <br />determine what options are available for dealing with the <br />captured water. In addition, the water issue must be dealt with <br />in the DMG permit through the technical revision process as <br />discussed in item 10 below. <br />10. Based on the file review and the current condition of the site, <br />the DMG believes that a technical revision to the permit is <br />necessary to address the following issues: <br />a. Provide a map showing what pre-law areas will be re- <br />disturbed in order to facilitate reclamation. For example, <br />any pre-law spoil piles that will be used as sources for <br />backfill.
