MINE ID # OR PROSPECTING ID#: M-1977-348 PAGE: 6
INSPECTION DATE: 10-28-04 INSPECTOR'S INITIALS: ACS
seeded with the regular quarry mix of seed, since
these piles will be stored there for many years.
(Amendment AM-O1 application, exhibit E).
iv) "Topsoil" is scarce on this outcrop. It is expected
a maximum application of 6 inches will deplete the
supply before the entire area is treated. (Amendment
AM-Ol application, exhibit E).
v) A5 will receive material from the grading of the
fourth cut overburden piles on the west side the cut
to a 2:1 maximum slope. This fill will be covered
by material from the "topsoil" overburden piles
along the east side of the cut, and seeded.
(Amendment AM-O1 application, exhibit D).
vi) A6 reclamation will consist of filling with the
deeper overburden pile, that is, the westernmost
pile of overburden on the east side of the cut, to
be covered by the "topsoil" overburden pile, the
easternmost pile on the east side of the quarry.
(Amendment AM-O1 application, exhibit D).
vii) On February 12, 2004, DMG granted approval to Holcim
to use imported soil for reclamation. This approval
was issued in accordance with Rule 3.1.5(9) of the
Mineral Rules and Regulations of the Colorado Mined
Land Reclamation Board. Holcim started importing
soil in 2001 in anticipation of the need for plant
growth media to reclaim the cement plant area and
quarries. DMG has inspected the imported soil on
several occasions, and has an affidavit from Holcim
that the imported soil will be clean and inert.
Given the scarcity of plant growth media at this
site, DMG encourages Holcim's efforts to bring
suitable soil onto the site for reclamation.
g. For reclamation of quarry areas, dragline, bulldozer, and
scraper will return overburden to the lower areas and spread
it. Some highwalls will be reduced by a combination of
dozing of the top and fill at the bottom. Stockpiled
topsoil substitutes will be returned in final grading.
(Amendment AM-O1 application, exhibit E).
h. Wherever the highwall extends more than a quarter of a mile
without a break, a wildlife ramp will be blasted into it.
(Amendment AM-O1 application, exhibit E).
i. Reclamation of C-band disturbances requires spreading of
soil substitute and seeding. The low 10-12 foot highwall
will remain. (Amendment AM-O1 application, exhibit E).
j. A5 will receive material from the grading of the fourth cut
overburden piles on the west side of the cut to a 2:1
maximum slope. This fill will be covered by material from
the "topsoil" overburden piles along the east side of the
