It is anticipated that a slope gradient standard of 2:1 or <br />flatter can be maintained in final grading with the <br />exception of portions of certain highwalls such as the east <br />highwall of the old A-band quarry. (Original permit <br />application, exhibit E). <br />c. Fertilizer and soil amendments will vary dependent upon soil <br />tests as appropriate prior to planting. (Original permit <br />application, exhibit E). <br />d. Reclamation of quarry areas that have not been backfilled <br />with CKD will be limited to backfilling and grading using <br />overburden on hand and the breaking down of any highwalls. <br />Finished topography will resemble the pre-mining topography <br />in flavor, with rocky west facing slopes, low cliffs, and <br />native vegetation. (Amendment AM-O1 application, exhibit D). <br />e. Only portions of the 5-mile long A-band quarry are subject <br />to reclamation under this application. Pre-law areas are <br />noted on the maps. With this amendment, these pre-law areas <br />will become available if their material is needed, in which <br />case they will be reclaimed. (Amendment AM-O1 application, <br />exhibit E). <br />f. The following information is from the DMG permit file <br />relative to plant growth medium that can be spread in areas <br />to be reclaimed, references to topsoil that has been <br />salvaged and stockpiled over the term of the mining <br />operations, discussion of soil that has been used in <br />reclamation efforts to date, and the potential to import <br />plant growth medium from off site for use in reclamation: <br />i) Soils in general are poor, rocky and shallow, and <br />not practical to remove except in the lower areas <br />where they are of greater depth. The D- through F- <br />band outcrops have areas from which limited surface <br />materials, consisting of soils with weathered, <br />broken rock, can be removed without blasting and <br />stored as the best soil substitute, or "topsoil" <br />available. (Amendment AM-O1 application, exhibit E). <br />ii) For reclamation of quarry areas, dragline, <br />bulldozer, and scraper will return overburden to the <br />lower areas and spread it. Some highwalls will be <br />reduced by a combination of dozing off the top and <br />fill at the bottom. Stockpiled topsoil substitutes <br />will be returned in final grading. (Amendment AM-O1 <br />application, exhibit E). <br />iii) When enough "topsoil" is present to strip, the <br />material will be picked up by scraper and deposited <br />in piles for storage and protection.
