~.
III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during [he inspection. Comments also describe any enforcement actions taken during the
inspection and the facts or evidence supporting the enforcement action.
At the Mine No. 3 backfilled portal, the backfilled azea was well vegetated. The drainage path on the
east side of the backfilled area appeared to be the same as last year. The grass was flattened but no
major gullying had occurred. On the outslope of the road next to the Mine No. 3 backfil]ed portal area,
there was some old mine equipment that should be disposed of Finally, on the outslope of the county
road, there was a small wet spot and evidence of a travertine-like deposit along the discharge pipe that
had been used to discharge Mine No. 3 water into North Thompson Creek. This dischazge tube should
be examined for piping or leakage.
Hydrology
The mine water treatment system appeazed to be functioning correctly. No problems were observed
with the long pond and ponds T1 and T2. The piping network was in order. Discharge at the NPDES
point was about 40 to 50 gpm. The dischazge was clear. There was some plastic piping next to pond T2
that needs to be cleaned up. There was very little water in pond P-9 and no water in the refuse pile
pond. Pond spillways were functional and pond embankments were stable.
Collection ditches, diversion ditches and culverts at the mine site and under the county road were
functional.
Topsoil Stockpiles
As mentioned previously, all of the topsoil that had been stockpiled next to the Mine No. 1 portal was
used in the backfill operation. The footprint has to be seeded and straw bales placed at the
downgradient end. The old topsoil sign should be disposed of. The topsoil stockpile neaz pond P-9 was
well vegetated and the topsoil sign was up.
Refuse Pile
There were no erosional problems at the reclaimed refuse pile. The pile was well vegetated. The
riprapped side channels were intact and had sufficient capacity, The upland diversion ditch, along the
county road, was functional. There was positive draininge on the two refuse pile benches. A section of
cable and a wood pallet were on the upper bench and should be removed.
