~~ <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Joe Dudash of the Colorado Division of Iviinerals and <br />Geology. Also present were Dan Hernandez, Byron Walker and Bill Carter of the Division. Beginning <br />on May 1, 1999, Byron Walker will become the lead specialist for the Division at this mine site. <br />Byron's senior is Dan Hernandez. No one represented the operator at the time of the inspection. There <br />was no snow at the mine site and there was no activity on site. <br />Siens and Mazkers <br />The operator has installed two new mine ID signs at the mine site, one at each end of the county road <br />where the permit boundary crosses the road. Those two signs and the mine ID sign on the entrance gate <br />to the mine site contained the correct information. <br />Roads <br />The county roads leading through the mine site and through the loadout azea were passable and in good <br />shape. The private roads at the entrance to Mine No. 1 and to the loadout were in good shape and were <br />passable. The two bridges over North Thompson Creek were not passable with a passenger vehicle. <br />Portals <br />At the recently backfilled Mina No. 1 portal area, the backfilled material has settled, exposing the <br />concrete tops of the two adit facings of the portal and the vent shaft. Also, pieces of metal are showing <br />at the surface of this backfilled area. The debris should be removed and the concrete should be <br />backfilled appropriately, or removed. Additional backfill material remains at the subsoil storage <br />stockpile adjacent to the portal area for Mine No. 1. <br />Also, a strip of Enkamat was placed on the downgradient side of the backfilled portal area, along North <br />Thompson Creek. Although no problems were present at the time of the inspection, it would probably <br />be prudent to place a row of properly trenched and anchored hay bales along this downgradient edge. <br />The backfilled area at Mine No. 1 was seeded but no sprouting has occurred. Reseeding may be in <br />order. In association with the Mine Number 1 backfilling, the footprints of the former topsoil and <br />subsoil stockpiles need to be reseeded. Since the azea is a small azea exemption, a row of hay bales <br />immediately downgradient of the footprints might be considered until the reseeding takes. <br />
