The categories of use denoted <br /> on the map are: (1) Employee Commuting to and from the site; (2) <br /> Delivery of Operating Supplies; (3) Delivery, Mobilization, Demobilization <br /> for Major Component Construction; (4) Movement of Mining Equipment <br /> During Operations; (5) Visitors; and (6) Transport of mined materials. <br /> For any proposal that adds over 50 vehicle average daily trips <br /> (ADT) on County Roads, a traffic engineer shall prepare a traffic study to <br /> identify those improvements necessary to achieve the capacity and <br /> provide safety for the additional vehicle trips, based on the Roadway <br /> Standards capacity and safety criteria. <br /> If Teller County roads do not have the capacity for a projected <br /> increase in use, the applicant will develop a plan, acceptable to the Teller <br /> County Department of Transportation and consistent with the Teller <br /> County Roadway Standards to provide adequate capacity and safety. <br /> If State Highways within Teller County are planned to be used, <br /> crossed, or otherwise affected in a manner that required or requires <br /> CDOT permit or approval, the road submittal shall include a description of <br /> the nature of the activities that require CDOT permits and, if existing <br /> permits are involved, describe the activities proposed and the time- <br /> schedule for obtaining the requisite authorizations. <br /> 5.9.12 Vibrations and Blasting - Information. Test or monitoring information <br /> demonstrating that vibrations from operations will not exceed the <br /> threshold(s) set by the State mining agency (DNR-DMG-OMLR or other <br /> agency with authority and expertise) to protect structures occupied or <br /> suitable for occupancy, located outside the permit area and not under the <br /> applicant's control, from damage attributable to the applicant's operations. <br /> The applicant shall provide detailed information (including address and <br /> photograph) of any structure, not under the applicant's control <br /> (ownership), proposed to be excluded from the preceding requirement. <br /> The test or monitoring data shall be that used to develop "scaled <br /> distances" for the mined areas that will comply with the off-site thresholds <br /> as is satisfactory to the State mining agency under the Colorado Mined <br /> Land Reclamation Act (CMLRA). The applicant shall describe the <br /> program already in effect, or proposed to be instituted, as necessary, for <br /> the applicant's response to vibration inquiries including claims of damage. <br /> Such program, when applicable, shall contain a combination of <br /> monitoring, photo-documentation, structure investigation, compensation <br /> should damage from the applicant's vibrations be found, and mitigation <br /> procedures if operating, vibration, or blasting damage occurs, unless such <br /> a program is shown by the applicant to be unnecessary based on the risk <br /> of blast-vibration-damage being acceptably low, as determined by DMG or <br /> its successor agency. <br /> 5.9.13 Visual Character - Information.
