If adequate services are not <br /> available, the applicant shall demonstrate that the services will be <br /> upgraded prior to commencing operation to provide timely response of an <br /> adequate service capacity, as determined by the Teller County Sheriff and <br /> Office for Emergency Preparedness. <br /> The Fire Protection and Emergency Response Plans shall explain <br /> the fire and emergency response resources that will be depended upon, <br /> sources of materials and water for fire fighting, chemical and hazards that <br /> could be encountered by those off-site personnel supplying on-site <br /> assistance during emergencies, and other specific matters related to the <br /> project that are necessary for the safety of those responding to <br /> emergencies or are necessary for the provision of the safety and <br /> emergency services. These plans, or other documents provided with the <br /> application, shall identify the numbers of employees and visitors on site at <br /> most times. Proof of updating this information and delivering it to the <br /> appropriate emergency response units for the site on an annual frequency <br /> shall be provided to the Teller County Planning Department. <br /> 5.9.9 Public Safety - Physical Hazards Information. Description of the criteria <br /> for placement of signs, fences and other appropriate measures that will be <br /> undertaken to protect, warn and preclude access of the public from <br /> physical hazards. "Physical hazards" include but are not limited to sudden <br /> and precipitous changes in topographic elevations, chemical hazards, <br /> explosives, fluid impoundments, geologic hazards, physical hazards or <br /> risks related to the mining operation, and moving equipment. <br /> 5.9.10 Reclamation Information. (1) a description of the ultimate land use for the <br /> property following completion of the mining operation, which will reflect <br /> and be consistent with the reclamation plan prepared in accordance with <br /> Colorado Revised Statutes 34-32-116(7)Q), (2) a grading and vegetation <br /> plan for the proposed site upon completion of the reclamation, and (3) <br /> illustration of the timing of site restoration for each area, including <br /> revegetation, recontouring, and grading. <br /> 5.9.11 Road Information. The roadways used to access the property shall be <br /> identified on a map that clearly shows existing and proposed topography <br /> and the public roads that are planned for use within Teller County. <br /> Identification shall include the description and depiction of functional <br /> classification, capacity, condition, and maintenance responsibility for all <br /> roads. The information shall include specific consideration of traffic, noise <br /> or dust related impacts, as well as a description of plans to mitigate <br /> vehicular and pedestrian traffic impacts. This information shall address <br /> whether the existing and planned Teller County roads to be used are <br /> designed and maintained to provide the capacity and safety required by <br /> the Teller County Roadway Standards for any additional transportation <br /> demands created by the proposal.
