The remaining CKD is disposed in the C-Pit, sprinkled with water and <br />capped with a clay layer to keep down the dust. Approximately 1-2 acres of CxD is exposed <br />at any given time. <br />The A-Pit area was inspected to determine if it is a suitable location for the down <br />gradient sampling location. Two submerged pumps extract water from the A-Pit to feed the <br />sprinklers for CKD dust suppression. The 2,500-acre pit is fed by ditch water and is <br />located above a thick layer of shale. The Division noted fractures in the pit walls at the <br />A and C Pits, indicating that there may be hydrologic communication between the pits. The <br />fractures on the A-Pit trend to the northeast, east and northwest. The fractures were <br />considerable, but not heavy. At this point in time, it appears that the A-Pit is a good <br />compliance point due to the fracturing that may hydrological connect the A and C pits. <br />As a result of the meeting and inspection, CEMEX will perform the following; <br />1. Monitor the A and C Pits weekly for the parameters established under the permit for <br />2 months to determine if there is a change in the selenium concentration. <br />2. Consult with a wildlife biologist to determine the impacts to wildlife as a result <br />of the configuration and selenium concentration of the C-Pit. <br />3. Provide a groundwater response plan to the Division by Su1y 26, 2004. <br />Reclaimed Areas <br />The Division inspected the reclaimed areas of the Lyons Quarry to determine if has met the <br />standards of the approved permit. The bulk of the reclamation plan has not changed since <br />the permit was submitted in 1977 by Martin Marietta. A technical revision was submitted <br />in 1980 changing the reclamation plan of the E and F pits. A copy of the original 1977 <br />plan and the 1980 technical revision are attached for reference. <br />Mining is complete at the Lyons Quarry. The site remains active because of the processing <br />Of limE:stone from the adjacent Dowe Flats mine (Permit M-1993-041). The Swede and <br />Government Ditches have been relocated as a result of mining, and this is depicted on the <br />1977 RE:clamation Plan Map (dated September 14, 1977). <br />Pit A is to be reclaimed to a 75 acre lake and may be used for recreation and possibly <br />residential. The area around the lake is to be reclaimed with 18" of overburden and 4°-6" <br />of topsoil. The site will be reclaimed to dryland pasture. The existing configuration is <br />different than the approved plan. In addition, CEMEX has left a highwall on the south and <br />southeast side of the pit. The reclamation plan states, "All slopes are less than 2 <br />horizontal to 1 vertical. There will be no proposed swimming areas, and the lakes will <br />have 3 ;aorizontal to 1 vertical slopes below the water unless we ask for a change from the <br />Board." CEMEX will need to reclaim the slopes in accordance with the approved reclamation <br />plan, o:~ revise the reclamation plan to a different configuration. The revised plan will <br />need to meet the requirements of Rule 3.1.5 of the Construction Materials Rules and <br />Regulat'~.ons including a stability analysis if highwalls are to remain. <br />Pits B a~.nd D have been reclaimed to dryland pasture and irrigated pasture. Vegetation is <br />well established on the reclaimed elopes. A road is located at the base of these pits. <br />If the road is to remain in place as a component of the post mining land use, it must be <br />reflected in the reclamation plan. CEMEX will need to revise the permit accordingly, or <br />reclaim the roads to be consistent with the approved plan. <br />
