The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />locations. The grading and ditch outlets should improve drainage <br />and reduce rilling of the road surface: Haul roads had been <br />recently treated with magnesium chloride to control dust, and road <br />surfaces, ditches and culverts appeared to be in good condition. <br />Hvdrologic Balance <br />Sediment Ponds <br />Pond 6--Dry, Pond 9--Dry, Pond 10--Dry, Pond 11--Dry, <br />CBA-1 Sump--Dry. Minimal sediment accumulation. Saltbush, <br />sunflowers, and other vegetation becoming established in the <br />sump. <br />Pond 5--Some wet spots in bottom. Geotechnical drilling of <br />the existing embankment had been completed prior to the <br />previous inspection. Operator had not yet received the <br />engineering report, and has as a result not been able to <br />respond to the Division's adequacy concerns regarding TR-22. <br />To allow time for the operator to respond to the concerns, and <br />for the Division to review the responses and issue a decision <br />on the revision, final abatement of NOV CV-97-001 has been <br />extended to August 28, 1997, or no later than 14 days <br />following final approval of the TR. The TR will result in a_ <br />new Pond 12 created by construction of an embankment throug$ <br />existing Pond 5. Existing Pond 5 capacity will be reduced, <br />and the revision will also entail certain spillway <br />modifications. Both new Pond 12 and modified Pond 5 will <br />require certification following completion of construction. <br />Pond 4--There was a small puddle of water in the pond's low <br />spot, across from the truck loadout. Several apparent <br />settling cracks which had developed on the slope a short <br />distance below the outside toe of the pond embankment had <br />recently been filled in by the operator. <br />Pond 1/2--Water appeared to be a foot to 18" deep. Spillway <br />structures well above water level. <br />Sewage lagoon--Some water in first cell, other cells dry. <br />Pond 7--Dry. Minor sediment inflow associated with recent <br />drilling of Rollins Sandstone monitoring well near the pond. <br />North Decline SAE sumps dry. Low spot in the reclaimed <br />
