III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />channel near the sumps was muddy, but no standing water. <br />Pond 8--Water level was approximately 5 feet below the <br />spillway elevation. There was inflow at the time of the <br />inspection, apparently from wash plant wash down operations. <br />It was noted that considerable coaly sediment has built up in <br />the pond in the vicinity of the primary inflow location, and <br />sediment cleanout appears to be warranted. <br />Minewater Discharge <br />Discharge points 001, 002, and 004 were inspected on June 30. <br />001 was not discharging. 002 and 004 were discharging clear <br />water. <br />General Observations <br />Installation of groundwater wells to allow for evaluation of <br />Rollins Sandstone aquifer characteristics has been completed. <br />Surface wells were drilled near the unit train loadout and at <br />the North Decline area. Additional wells were drilled from <br />underground locations within the mine. <br />Drainage ditches and culverts were generally well maintained <br />and functional. The culvert which conveys flow beneath the <br />North Decline access road into the east end of Pond 7 was <br />partially blocked (approximately 1/3 full) at the outlet end, <br />and should be cleaned out. <br />Processing Waste <br />CRDA No. 2 <br />Truck dump piles on the working surface of the pile have been <br />graded out, but additional grading and compaction is necessary to <br />achieve the required 2 foot lifts and meet compaction density <br />requirements. As noted in the 2nd quarter '97 refuse <br />certification, "work is still needed to spread and compact top of <br />pile, complete top of Bench 3, and establish drainage on the bench. <br />Wet spots on the face and top of Bench 3." There were still <br />several wet areas along the bench at the time of the inspection, <br />and bench construction had not been completed as a result. To <br />ensure proper drainage control and prevent erosion of the bare <br />refuse slope below the bench, it is important that necessary <br />measures be taken to allow for prompt completion of the bench. <br />Gullies on the refuse outslope below the bench which resulted from <br />runoff last year before the bench was in place will need to be <br />
