<br />T <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />revegetated naturally, and there was little evidence of erosion. <br />Exhibit SL-07-021 indicates that this segment was an "existing <br />road". As noted previously, the original technical revision <br />reclamation plan indicated that "all temporary roads will be <br />obliterated, including existing access to PCC-01 and PCC-O5." <br />Further road reclamation would appear to be required. The pad site <br />itself appears to have been adequately reclaimed, with original <br />contours restored and a good cover of western wheatgrass, shadscale <br />saltbush, scarlet globemallow, and cheatgrass established--similar <br />in appearance to adjacent areas. <br />PCC-02 and PCC-03 <br />These sites are accessed by a road segment which extends to the <br />south from the 2-West Portals location. The road is designated on <br />Exhibit SL-07-021 as "light use access road to be reclaimed <br />October, 1988." The first short segment extends a few hundred <br />yards down a steep slope to the bottom of a sizable ephemeral <br />drainage. This segment is passable by four wheel drive vehicle but <br />not recommended. The channel has cut around the culvert at the <br />creek crossing and washed the road out. It is a strenuous 1 mile <br />hike from this location to the reclaimed drill pads. The road <br />continues for approximately a quarter mile beyond the washed out <br />crossing, at which point reclamation (complete elimination an¢. <br />revegetation) of the road was commenced. The remainder of the road <br />was completely and satisfactorily reclaimed. It is unknown why the <br />entire road segment was not reclaimed, as it no longer serves any <br />purpose. Full reclamation of the remaining road segment from the <br />2-West Portals to the point where the road was reclaimed appears to <br />be warranted. Drill Pad PCC-02 was satisfactorily reclaimed, and <br />it is assumed that Pad PCC-03 was also satisfactorily reclaimed, as <br />it could not be located with certainty. <br />Records <br />Records were checked at the mine office on the morning of July 2. <br />Required records were on file and up to date. See "DMG <br />Availability of Records" form, attached. <br />Roads <br />The 2-West Portals Access Road had been recently graded, and <br />additional ditch outlets had been installed in a number of <br />
