3 <br />III. COMMENTS -COMPLIANCE <br />Below are comments on-the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />The segment of road from the powerline extending approximately 1 <br />mile to the north, is designated on Exhibit SL-07-021 as "light use <br />access road to be reclaimed October 1988." It appears that this <br />road segment was never reclaimed. Although there is fair <br />vegetation cover along most of the segment, it still looks like a <br />road, and there had been some 4-wheeler use recently. Backfilling <br />and grading appears to be necessary along one 250 yard segment <br />where 2-3 foot roadcut remains. Along other segments, rock and <br />woody debris dozed to the side of the roadway during construction <br />remains in piles or windrows along the roadside, and in these areas <br />the debris should be pulled back across the road surface to more <br />fully obliterate the road, and deter vehicular access. <br />The road segment discussed above terminates in the SE/4,NW/4 Sec. <br />13, where a reclaimed road segment extends west to PCC-09, and <br />another reclaimed segment extends further north to PCC-07. At PCC- <br />07, the road forks, with the west fork accessing PCC-06 and the <br />east fork accessing PCC-08. All of these road segments appear to <br />have been adequately reclaimed, with cuts and fills eliminated, <br />satisfactory vegetation established, and woody debris pulled back <br />across the reclaimed roadway. Drill pad sites were likewise <br />adequately reclaimed; graded to blend with surrounding topography, <br />with vegetation cover sufficient to control erosion. In some <br />locations, vegetation cover is rather sparse, or with a significant <br />annual component, but this appears to be due to shallow soils or <br />recent fire, and vegetation cover and composition on reclaimed <br />sites is comparable to immediately adjacent areas. Palmed <br />penstemon was very successful in some areas, and was present to <br />some extent on almost all reclaimed sites. <br />GWMS-03 <br />The exploration hole at this location was apparently plugged, <br />although the casing had apparently been covered over and could not <br />be located. Two water monitoring wells at this location are still <br />in place, and the pad itself will not be reclaimed until the wells <br />are plugged following cessation of monitoring. An effective <br />stabilizing grass cover has been established on the pad, however a <br />patch of Russian knapweed has become established on the pad and <br />along the access road as well, and the patch should be sprayed to <br />prevent further spread. <br />PCC-O1 <br />The access road extends from the 2-West Portals Substation, and was <br />not eliminated, although the road bed, cuts and fills have <br />
