Sorenson) completes a technical analysis showing "...(T)hat the Gold Hill Mil! <br />water storage capadties may be exceeded as a result of relatively modest irtaeases in the <br />rate of ground water inflows to the Haul A edit. " The report further states that, "lt is <br />the Division's position that coatingenry measures need to be etracted to prevent <br />unpermitted discharges from either the Hazel-A edit or the tailing pond, and that these <br />contingency measures masrt be enacted in preparation for this year's Spring runoff. ... <br />(1)t was agreed that COM, Inc, would proride a progress report on the <br />development of cmdingeacy measures and implementation timeframes no later than <br />March 4, 1996.' <br />2"1 Feb. Sorenson) to Mr. Richard Fox acknowledging receipt of a tailings pond <br />water evaporation rystem design and indicating that such a system needs to be installed <br />ASAP, with a target date of April I, 1996. Letter imposes certain technical <br />requirements, incinding full containment of the spney within the lined pond era, <br />and location of the pump intake within a geotatile-fihered sump. It further <br />requests a proposal far additional contingency measures allowing for removal of <br />additional water. <br />Note: Actual performance of this rystem has been spotty at best. with occasional spray <br />drift out-of-bounds, loug periods of non-operation despite repeated DMG <br />admonitions/directions that pond is to be kept as near dry as practicable, and numerous <br />occtarences of technical problems, especially clogging of spray heads, Probably due to <br />intake of trash solids through the unfiltered pump. Presently (3 Sept. '97) existing <br />installation probably cannot handle the design flow rates at the spray heads; dirett <br />operation from the kazel A pump, such a3 has been rrcent practice, does not even come <br />close. <br /> <br />
