Sorenson) latipection Report of tailings pond liner weld repairs completed <br />between 12/4!95 and I?/29!95 shows repairs are unacceptable, based on testing <br />conducted by Colo. Lining Co. on 1! 16196. Colo. Lining had been hired by COM, lnc. <br />subsequent to Colo. lining's inspection to complete and certify proper repaits. <br />Inspection of the Hazel A showed freeze-up problems with the barrier leakage sump <br />pumping system. Recommended that a tank heater be installed in the sump (this has <br />never been done). <br />23 Jan. '96 Friends of Eldora Valley (FOEV) submits a letter to the MLIiB detailing their concerns <br />about the MLRB's /candling of the Gold Hill Mill situation, on the gxonnds that the <br />MLItB's chronic indulgence of COM, lnc's noncompliance sets a precedent <br />adverse to Eldora's interests regarding the Mogul Tuttne[ operation. <br />25 tan. '96 MLRB holds monthly update hearing for COM, lnc, at which FOEV letter (above) is <br />presented. COME (R. Masan) otters testimony relating to lack of effective overall <br />engineering oversight leading ro faihcres at Hart/ A edit and tailings pond liner problems; <br />we conclude with a recommeadauon that the Board should follow previous Staff <br />recommendations to set a permit hearing for revocation and site reclamation, aad <br />continue momhiy status updates as long as required m assure on-the-ground stability of <br />the site. <br />Note: A9 of 3 Sept. '96 COM, inc. submits its monthly report ro the MLRB, b:it offers no rebuttal to COME <br />observations on the mgineeriag situation. Their report sates water-balance problems, <br />which could become severe under conditions similar to those encountered last <br />Sprmg. due W the infihration of water into the Hazel A edit. The report claims <br />storage capacity is the tailings pond aqua] to 16676 of a 100-year, 24 hoar event, <br />assuming fro decant to the Hazel A (and no pumpinglr'am the Hazel A). They <br />promise rapid development of a plea to remove the Hazel A from the overall <br />milling system. <br /> <br />25 tan. '96 MLRB issues a Board Order continuing the hearing to consider assessment of civil <br />peaaldes to the February 21 - 22, 1996 meeting and setting a hearing to consider <br />revocation of COM, lnc's milling permit during the March 27 - 28, 1996 mating; <br />the order further continues the monthly status reporting pending fu[ther Board direction. <br /> <br />
