III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments inGude discussion of ob:~ervations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the fads or evidence supporting the enforcement action. <br />material was graded down up to several feet in thickness. Culverts C-7, C-18, <br />C-7 and C-4 were clear and functioning in this area. <br />Sewage Treatment Plant <br />Ditch D-17 was flowing with water from the sewage treatment plant. "fhe culvert <br />and gabion combination C-5 and G-1 was functioning. <br />Ciruela Canyon and Coal Waste Pile <br />Culvert C-23 serving to pass the Ciruela Canyon flow under the railroad <br />embankment was clear and functioning. Ditch D-18 contributing flow to Pond <br />004 was Gean and functioning. Ditch D-15 has been recently Geaneci. Gabion <br />G-2 was clear and functioning; it doesnY look like this gabion transfer;> much flow <br />because of the vegetation, lack of staining and sediment in this structure. Ditch <br />D-14, that is the 100 year diversion for the coal waste pile was Gear and <br />functioning. Ditch D-12 was clear and erosionly stable. <br />Upper bench <br />The road to the upper bench was walked. Ditches on either side were clear and <br />functioning. The SAE for the substation (SAE#3) was graveled and functioning <br />properly. The unused air intake ventilation fan and shaft had no conce~ms. No <br />concerns were noted with the old rock dust drop shaft. SAE #11 #11 a and #12 for <br />the topsoil piles TS-1 and TS-2 were well vegetated and controlled. The berm <br />ditches D9A and D96 around the topsoil piles were well vegetated. The SAE #16 <br />for the mine water pumpage borehole pad was in good condition. A small leak <br />/drip was noted, but is of no consequence. Ditch D-18 into D-1 was in stable <br />non-eroded condition. Culvert C-19 was Gear and functioning. An anaa that had <br />2 <br />
