III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments indude discussion of observations <br />made during the inspection. Comments also describe any enforcement actions t2iken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />On March 21 through 2S a complete inspection was conducted at the ~k <br />mine. The weather was clear and windy. The ground was dry. <br />Dust Control <br />During the several days of inspections the coal haul roads were notecl to be <br />watered on a regular bases. Highway 12 was Gear of coal fines at the <br />intersection with the mine entry. <br />The inspection started at the office area and proceeded in a GockwisE; direction <br />around the disturbed area and then through the degas and developmental drilling <br />area. <br />Supply Yard Area <br />The supply yard did not have any leaking drums and fuel tanks were bermed and <br />non-leaking. The bulk fuel storage and Containerized Lubricant Storage area <br />was clean and non-leaking. Drainage from this pad flows through D19 and this <br />ditch was clear. This dropped into culvert C-2 which was clear and functioning. <br />D11 which serves the north facing outslope of the storage yard was clean and <br />functioning. D-10 along the tracks looked good. The clean water ditch D-4 was <br />Gear and functioning. On Tuesday the ditch was flowing from water from the <br />overflow of the water storage tanks. Ditch D-6 and culvert C- 3 along the acess <br />road was clear and functioning. <br />Rail Loadout Breaker building area has had slot of coal waste mostly from <br />dropping from the conveyor system and from washdown and recently this <br />
