III. COMMENTS • COMPLIANCE <br />Below are comments on the inspection. The comments include discussion.of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. . <br />Well Field <br />The entire site was covered in deep snow. The road was graded and was passable. The mine ID sign <br />was up but the topsoil stockpile sign was off of its post. There was no activity at this site. <br />West Mine <br />Deep snow covered the entire mine site. The access road had been graded but was icy in azeas and very <br />muddy in other areas. Road ditches and culverts were snow covered. There was no evidence of slope <br />instability or erosional problems at the backfilled former portal bench site. The mine ID sign was up <br />but was partially obscured by the snow drifts and by the graded snow in front of the sign. The ice- <br />covered water levels in the two sediment ponds were just below the primary discharge tubes. <br />Unit Train Loadout <br />The loadout azea was cleaz of snow. Mine ID signs were up at all three open entrances. Sediment <br />control was in place. Collection and diversion ditches had sufficient capacity, culverts were clear and <br />straw bales were in place. The sediment pond was dry. The fuel tanks at the fuel facility have been <br />taken away. <br />Hiehwav Coal Stock]L <br />There was no snow cover at this temporarily regraded site. The mine ID sign was up at the entrance but <br />needs replacing. The site could use more surface disturbance markers to better define the disturbance <br />boundary. The graveled access road was passable. The water level in the sediment pond was about <br />three feet below the top of the pond. The straw bales were in place on the south side of the railroad <br />tracks. The straw bales at the west side culvert inlet need repositioning.
