III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion.of observations made <br />during the inspection. Comments also describe any enforcement actions-taken during the inspection <br />and the facts or evidence supportlng the enforcement action. . <br />This was a complete inspection conducted by Joe Dudash of the Colorado DMG. No one represented <br />the operator during the inspection. The general area received a significant amount of rain and some <br />snow during the past week. There was no snow at the unit train loadout. About six inches of snow was <br />at the East Mine and about one foot of snow was at the West Mine. <br />East Mine <br />The front gate was closed and locked. The mine ID sign was up at the entrance. The operator has <br />ordered new mine ID signs. The paved haul road was either snow covered or wet from melting snow. <br />The road was passable. The gravel/dirt access road leading up to the portal bench from the <br />crusher/screener bench was covered in about six inches of snow and had several rocks that had fallen <br />on it. However, this road was also passable. The haul road tb the West Ridge waste pile was cleaz, as <br />were the access roads to the ponds. <br />Most of the culverts, drainage ditches and road ditches were covered in snow. Those that were. not <br />covered in snow had sufficient capacity. However, the culvert inlet to the east of the shop bench will <br />need Gleaning soon. Also, the straw bales on the east side of the back crusher/screener bench ditch <br />could use some repositioning. The only bin wall sediment pond of the four that had any water in it was <br />the one second from the top, where the ice-covered water level was within three feet of the top of the <br />primazy. The other three ponds had some snow in them, but no water. The bin walls appeazed to be <br />stable. The gated primazy valve on the bottom pond, the NPDES point, was closed. <br />The reclaimed old waste pile was snow covered. There did not appeaz to be any problems with slope <br />instability. No slope stability or erosional problems were observed at the West Ridge waste pile as <br />well. The east side of the pile was snow covered while the west side was cleaz of snow. Collection and <br />diversion ditches and structures were functional. However, the twin culverts at the top of the West <br />Ridge waste pile haul road have some debris at the inlets. Also, concerning the same twin culverts, <br />there is some erosion in the azea immediately adjacent to the east culvert outlet that could use some <br />attention. The ice-covered water level in the West Ridge waste pile sediment pond was within two feet <br />of dischazge. , <br />Run-Of--Mine (ROM) Stockpile <br />The ROM pile azea was covered in snow. The road was not graded but was passable by four wheel <br />drive. The ice-covered water level in the sediment pond was at the invert of the primary discharge <br />structure but there was no dischazge since the gated valve was closed. <br />
