Old Waste Disposal Area <br />The OWDA is located about 350 feet east of the WRWDA. Construction of the pile <br />began in September 1978 and was completed by November 1983. Revegetation work <br />was completed in Spring 1984. The pile's area is less than 1.5 acres. No bonds have <br />been released for the reclaimed OWDA to my knowledge. <br />Little design information is available in the current approved permit for the OWDA. I <br />couldn't find designs for the pile's construction. Information I reviewed depicts plan <br />views of the original pile and a southern extension, as well as a cross section on map <br />6A~ of the site excavation created for the pile. A 4' berm was to be constructed and <br />maintained at the base of the pile during disposal. Designs also were available for <br />culvert R under the access road and for the two collection ditches that route drainage <br />from the pile area to pond 2. The ditches are shown on map 8-1 and are described in <br />TR 91-14 in volume 8 of the mine plan. The west ditch is described in volume 8 as a <br />trapezoidal channel with a top width of 3.78', a bottom width of 2', a depth of .71' <br />excluding freeboard, and side slopes of 1.2h:1 v. Map 8-1 identifies the north part of <br />this channel as cross section FF. The ditch on the east side of the pile is shown with <br />cross section HH-HH on map 8-1. It is designed as a trapezoidal channel with a top <br />width of 4.58', a bottom width of 3', a depth of 1.05' excluding freeboard, and side <br />slopes of .75h:1 v. Drainage from these ditches flows into pond 2, which also impounds <br />water discharged from pond 1. Culvert R is a 36" diameter CMP that conveys drainage <br />from the west ditch under an access road at the pile's north end into the east ditch. <br />Volume 8 indicates only a 21"diameter culvert is required to handle runoff from a 100- <br />year, 24-hour event. <br />OWDA is a small refuse pile. Benches were not created during its construction. The <br />toe of the pile appears to be armored somewhat with large rocks. The top and slopes <br />of the pile are well vegetated, and the slopes are fairlksteep. We didn't check the <br />depth of non-toxic, non-combustible material and no other verifications of the depth of <br />cover were readily available. One tree at the south end of the pile was leaning. The <br />toe of the pile actually encroached onto the base of the tree. We couldn't determine <br />the tree was pushed over during the pile's construction and reclamation or if it be ag n to <br />10 <br />
