appears to have the mine plan and revisions to it but this <br />information has not been consolidated and filed in one area. <br />There was no information pertaining to monitoring or <br />inspections and general correspondence. <br />FIELD REVIEW <br />The reclamation of the North Decline area and cleanup of the <br />old bone yard has been accomplished. The reclamation looks <br />good and blends well with the surrounding terrain. All <br />highwalls and cut slopes have been eliminated. <br />During the field check of the impoundments it was noted that <br />several of the structures do not have the inlet channels shown <br />on the plan drawing or the as-built drawing. The inlets into <br />the impoundments are considered part of the structure and need <br />to be shown. DMG will work on this during the mid-term permit <br />review as well as some of the as-built drawings which do not <br />accurately reflect the structure. Another problem noted with <br />sediment ponds 1, 2, 7 and 8 was that these structures have <br />single closed channel spillways and are designed for the 10 <br />year, 24 hour storm event. Colorado Rule 4.05.6(3)(d)requires <br />sediment ponds to have either a combination of principal and <br />emergency spillways or a single spillway configured as <br />required by 4.05.6(3)(e). In order for the single closed <br />channel spillway to be acceptable the ponds would have to be <br />designed to contain the runoff from a 25 year, 24 hour storm <br />event. DMG was given the opportunity to issue a Notice of <br />Violation at the end of the inspection but declined. A Ten- <br />Day Notice was issued by certified mail on November 17, 1994. <br />The berm around the South Fan Portal was flattened in some <br />areas and would not control runoff. PCC was in the process of <br />rebuilding the berm. <br />The containment berm along side the Colorado River to the east <br />of the bridge had been flattened on the western end and needs <br />to be built up. The plan calls for a 2 foot berm and it <br />appears the deer traveling through the area have beat the berm <br />down to approximately 1 foot in a couple spots in this area. <br />The ditch above the south portal which diverts undisturbed <br />drainage out of the mine area has subsidence cracks which have <br />opened in the ditch channel. These must be repaired. <br />The refuse areas were walked. The Roadside refuse pile had <br />some small erosion rills but no other signs of instability <br />were noted. The CRDA 1 and 2 piles were under snow at the <br />time of the inspection. Some erosion of the reclaimed area <br />has occurred especially at the end of a couple of the terraces <br />on CRDA 1 where the grade increased before they dropped into a <br />diversion channel. One terrace on CRDA 1 did not have <br />6 <br />
