While some of these are actually exempt from <br />sediment control, several have an alternate treatment for <br />sediment control. The mine plan has a narrative description <br />of the method of sediment control for the areas and runoff <br />calculations are provided, however, in most locations it does <br />not contain a design for the method of sediment control. DMG <br />has stated that this would be addressed during the upcoming <br />mid-term permit review. Since no on the ground problems were <br />noted with the controls being used, I agreed to allow the mid- <br />term review process to be used to insure the mine plan <br />complies with Rule 4.05.5. DMG is also provided notice that <br />failure to require compliance with 4.05.5 could result in <br />enforcement action at a later date. <br />Impoundment certifications have been done on all 14 <br />impoundments which currently exist at the mine. <br />Haul roads 1, 2 and 3 have also been certified. <br />Quarterly inspections and certifications are also being done <br />on the 3 refuse piles at the mine. Compaction test are being <br />conducted on the CRDA #~2 pile since it is currently the only <br />active pile, however, the CRDA #1 pile will be reactivated <br />soon. The compaction test indicated that the compaction of <br />the pile was acceptable. A 1992 compaction test indicated <br />that the compaction of the pile did not meet the 90t needed to <br />insure stability. There was no indication that the pile was <br />recompacted and retested. PCC needs to insure that all <br />compaction test meet the required standards prior to resuming <br />the placement of material on the pile. <br />The Mesa County courthouse was visited to check for the <br />availability of public records for the mine.
