III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />graded since the last inspection and should improve the flow from the YB-1 outlet to Pond 010. <br />Please continue to maintain culverts and ditches site wide. <br />Reve¢etation <br />Several azeas at the Yoast Mine have been infested with Perennial Pepperweed or tall whitetop. <br />This is a troublesome weed with a vigorous creeping root system. The Perennial Pepperweed <br />was specifically found along the sides of Pond 010 and at the Explosive Storage Area. <br />Houndstongue was noted at the Pond 010 and Pond 011 embanlanents. Please employ <br />appropriate methods to control the growth of troublesome and noxious weeds throughout the <br />Yoast Mine. <br />Slides and Dama¢e <br />The slide azea below the Haul Road D embankment above Pond 012 was inspected. The slide at <br />this location originally occurred in Mazch 2000. During an Apri12003 aerial inspection, it was <br />noted that additional movement has occurred below the embanlmtent. This area of additional <br />cracking and slumping is now very close to the Haul Road D embanlanent, and the stability of <br />the Haul Road D embartlmtent maybe compromised if there is continued movement at the slide <br />azea. SCC has not utilized Haul Road D for several months prior to the April 2003 inspection. <br />To ensure compliance, SCC has blocked all access to this portion of Haul Road D. <br />The toe of the slide does not appear to have directly impacted the capacity of Pond 012, and at <br />this time it does not appeaz that slide material has entered the pond. SCC should take immediate <br />measures to ensure that the capacity and stability of Pond 012 is maintained. During this <br />inspection, SCC informed the DMG that a slope stability consultant has investigated the recent <br />slide activity and will develop a report/recommendations for additional mitigation measures for <br />the slide damaged azea. Please continue to monitor the slide damaged azea and keep the DMG <br />informed of any additional slope stabilization methods employed for this slide location. <br />Prior to this inspection, a small mudslide occurred above the inlet to Pond 014 on the west side <br />of the Yoast south area. The slide consisted of spoil material that was saturated by precipitation <br />and slid off of the spoil ridge azea. A small azea of aspenlundistutbed ground is located between <br />the spoil ridge and Pond 014. The mudslide was approximately 2-3 feet thick and crossed over <br />the buffer zone between the topsoil removal line and the disturbance boundary. An azea of <br />approximately 0.16 acres of undisturbed ground was impacted by the slide. The slide was totally <br />contained within the permit boundary. The small amount of mud that entered into Pond 014 was <br />treated by the sedimentation pond. At the time of the inspection on May 21, 2003, SCC had <br />
