-3 <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting they enforcement action. <br />Revegetation/Reclamation Success. Cont'd <br />There are scattered areas on the east and north facing slopes where grasses and shrubs are notably less robust <br />than other areas, which is likely due to areas of elevated soil salinity, but seeded vegetation has become <br />established in all areas. <br />There are patches of the perennial forb Palrner penstemon; subshrubs are largely absent from the stand. <br />The lower benches of CRDA-1, reclaimed in 1994, support a diverse stand of seeded shrubs and grasses, with a <br />modest component of subshrubs and scattered perennial (orbs. Annuals are present in some locations, but they <br />are a much smaller component of the vegetation than on CRDA-2. <br />Conveyor Corridor, Transfer #2 to Public Road <br />Tamarix control was undertaken along the southern portion of segment over the winter, adjacent to the <br />previously reclaimed corridor. Stabilization seeding was applied to the treated area. Tamarix control will be <br />implemented along additional segments of the conveyor corridor next fall. U.P. had removed the tie storage pile <br />from the small disturbed area adjacent to tha tracks near the public road rail crossing; this area will need to be <br />scarified and seeded. <br />2-West Portals <br />Track-hoe roughening and remedial seeding was conducted on the small steep slope backfill areas where <br />vegetation establishment from prior seeding was very poor. Success of the remedial seeding will be evaluated <br />over the next several years. <br />South Fan Reclamation Area <br />2 strand smooth wire fencing was previously installed to protect the reclaimed area from excessive grazing by <br />cattle. The fencing may not be adequate if cattle will be in the area for any extended period of time, and <br />more substantial fencing is recommended. <br />RSRDA Borrow Area <br />Electric fencing has been installed around the perimeter of this revegetated area. At the present time, the <br />fencing is down in several locations. The fencing will need to be operational prior to cattle turnout onto the <br />surrounding pasture. <br />There has been a serious infestation of whitetop weed at this location in the past, and there is still a remnant . <br />population, but the operator's control efforts (spring application of "Curtail" herbicide) have been effective in <br />controlling the weed. <br />°B"Fan Site Reclaimed Area <br />There is good establishment of seeded perennial grasses, (orbs, shrubs, and subshrubs in this small area <br />RSRDA Waste Disposal Area <br />There are large patches of dense cheatgra<.:s on the RSRDA slopes, alternating with areas where cheatgrass is <br />largely absent. There is a high density of shrubs and subshrubs on all seeded areas, even in the dense <br />cheatgrass stands, with greasewood and forage kochia the dominant species. Fourwing saltbush, shadscale, <br />and winterfat are also significant components of the stand. Perennial cool season grasses are well represented <br />in areas where cheatgrass density is relatively low, sparse in areas where cheatgrass density is high. <br />
