<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />Revegetation/Reclamation Success, Cont'd <br />North Decline <br />The reclaimed area supports relatively high densities of seeded shrubs, but the herbaceous understory is heavily <br />dominated by cheatgrass. The cheatgrass was sprayed in November 2005 with "Plateau" and "Roundup" <br />herbicides, and this initial treatment appears to have been quite effective. Only scattered small patches of green <br />cheatgrass were evident; most of the fall germinated cheatgrass appears to have been killed. A follow-up <br />herbicide treatment is scheduled for early fall of 2006, with interseeding in November 2006. Soil scarification <br />by spike tooth harrow, or comparable method to provide appropriate soil coverage of seed with minimal <br />disturbance to established vegetation is recommended, in conjunction with the seeding. <br />Noxious Weeds <br />Several apparent patches of noxious weeds were noted during the inspection (identification tentative due to early <br />growth stage and adverse weather conditions). Operator should check these focation~s and implement <br />appropriate controls: <br />• Russian knapweed within the tamarix control area along the conveyor corridor <br />• Russian knapweed outside the rail loop, adjacent to the Pond 2 spillway outlet (near old back- <br />hoe pit) <br />• Whitetop along ditch adjacent to culvert at junction of Xcel ash haul road and CRDA-1 <br />temporary access road <br />• Whitetop on berm behind truck scale-house. <br />Fish and Wildlife <br />There was evidence of relatively heavy use of various reclaimed areas by mule deer; notably the slopes of the <br />RSRDA refuse area and borrow area, and reclaimed areas in the vicinity of the South Fan and 2 West Portals. <br />Fresh bighorn sheep sign was abundant within the North Portal reclaimed area. <br />6 <br />
