' ~' III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />Backfillino and Gradino <br />The various backfilled and graded areas were walked, and no slumping, cracking, or other signs of instability <br />were apparent. No areas of excessive rills and gullies were observed. <br />Processing Waste <br />Most areas of both CRDA waste disposal sites and the RSRDA waste disposal site were walked. There were no <br />indications of instability or excessive erosion. Diversions, perimeter ditches, and terrace drains appeared to be <br />properly maintained and functional. Seep locations on CRDA-1 were dry at the time of the inspection, as was <br />the underdrain outlet location in Sediment Pontl 6. The apparent success of revegetation on the reclaimed <br />waste disposal area locations was qualitatively assessed, and is discussed under the "Revegetation" section of <br />this report. <br />Support Facilities <br />The Division previously approved a technical revision application to allow use of the rail loadout by another entity <br />for storage, loading and unloading of specified materials. This use has not yet been implemented; there has <br />been no resumption of activity at the loadout. <br />Reveoetation/Reclamation Success <br />Cool season perennial grasses had recently initiated growth on the various reclaimed areas seeded prior to last <br />year, and greasewood shrubs had recently begun to leaf out. W inter annual species including cheatgrass and <br />storksbill were actively growing and are significant components of native and revegetated stands in various <br />locations. <br />North Portal Reclaimed Area <br />In general, with the exception of the "barren" area of salt affected soils described in previous reports, there is <br />good establishment of seeded shrubs and half shrubs in most areas. With the exception of a few scattered <br />grass patches, perennial forbs and grasses are sparse in most areas. The saline "bare area" was disked, drill <br />seeded and mulched in November 2005. The effectiveness of this retreatment will be evaluated over the next <br />several years. <br />CRDA-2 Waste Disposal Area <br />The upper benches of the pile, with the exception of the temporary road, were seeded in April 2002. In most <br />areas there is a relatively high density of four-wing saltbush, with significant numbers of black greasewood. <br />There are scattered shadscale saltbush plants in most areas, with several relatively high density patches of <br />shadscale. Winter annuals are abundant in all areas, most prominent at the present time are cheatgrass and <br />storksbill. Perennial grasses are present but patchy in distribution, most prominent in areas with lower density of <br />winter annuals. There is minimal presence of perennial forbs or subshrubs. <br />CRDA-1 Waste Disposal Area <br />In contrast to most other recently seeded areas, annual species have a minimal presence on the 2002 seeded <br />areas on the upper benches of the CRDA-1 disposal area. Cheatgrass is present in various locations, but at low <br />densities, and other annual species are largely absent. In most areas there is a relatively high density of shrubs, <br />with shadscale dominant in some locations and four-wing dominant in other locations. Black greasewood also <br />has a significant presence in most areas. deeded perennial grasses are well represented in most areas, <br />including both cool season and warm season species. The warm season grasses, particularly galleta, are <br />dominant on the south facing slopes. <br />4 <br />
