<br />Larry Oehler <br />November 11, 1993 <br />Page 2 <br />Page 2a, paragraph 3, sentence 6-7 state: <br />"Moisture contents are run one time per day and sire <br />running 3-4$. This moisture content is used for <br />construction according to Mr. Guyer at the direc*.ion of <br />the design Engineer." <br />The moisture content of the compacted soil liner is t~:sted <br />each time a density test is performed which is a minimum of <br />once per acre. Additional moisture content testing i:a <br />performed during the gradation testing. Moisture con*_ent is <br />maintained within the range of 3 percent wet to 2 per~:ent <br />dry of optimum moisture content as specified in the approved <br />technical specifications. With the wet August weather <br />conditions, the design Engineer tested and approved the <br />placement of the compacted soil liner at 4-6 percent dry of <br />optimum. BMRI is unclear of the source for the Divisiion's <br />stated 3-4$ moisture. <br />Page 2a, paragraph 4, sentences 4-6 state: <br />"It was also observed that the spacing of the dr~iin <br />pipes was regularly over 40' ranging up to 60'." <br />The Division paced and visually estimated the distanc~=_ <br />between underdrain pipes which had been stretched out on the <br />synthetic liner in preparation for installation. The <br />Division's extremely rough estimate of spacing was on pipes <br />which were not completely installed or approved. Thi;~ was <br />explained to the Division during the inspection. <br />Page 2c, paragraph 3 states: <br />"While observing the compaction and final surface: <br />preparation of a portion of the soil liner some .Large <br />(over specification) rocks were noted in liner m.sterial <br />to be compacted. It was later determined that these <br />may have rolled down onto the site from grading work <br />done at the top of the facility at the road/anchor <br />trench area. It was agreed with Ms. Scott however, <br />that at a subsequent inspection a section of compacted <br />soil liner would be dug up and inspected for com~~liance <br />with specified rock size. It was agreed that an area <br />approximately 1-2 feet wide by 25 feet long would be <br />selected by the inspector for this purpose." <br />
