Larry Oehler November 11, 1993 Page 3 Road grading and mine dewatering pipe line relocation activities along the crest of the north dike had taken place prior to the arrival of the Division on the morning of October 1, 1993. A few rocks had rolled onto the top of the rough spread soil layer adjacent to the north dike roadway. The soil layer was only rough spread; Southway, Serrot, BMRI, nor SRK had inspected the area. The rocks were picked by hand prior to final grading and rolling of the compacted soil liner. Larry Oehler requested that a section of inspected soil liner be removed/dug-up for~ns~ection,by the. Division. On October 1, tTie synthetic liner deployment had 'covered all inspected soil liner.
