<br />Larry Oehler <br />November 11, 1993 <br />Page 3 <br />Road grading and mine dewatering pipe line relocation <br />activities along the crest of the north dike had taken place <br />prior to the arrival of the Division on the morning of <br />October 1, 1993. A few rocks had rolled onto the top of the <br />rough spread soil layer adjacent to the north dike roadway. <br />The soil layer was only rough spread; Southway, Serrot, <br />BMRI, nor SRK had inspected the area. The rocks were picked <br />by hand prior to final grading and rolling of the compacted <br />soil liner. Larry Oehler requested that a section of <br />inspected soil liner be removed/dug-up for~ns~ection,by the. <br />Division. On October 1, tTie synthetic liner deployment had <br />'covered all inspected soil liner. On October 28 and <br />November 3 during site inspections, the Division indicated ~~~_ <br />that it was not necessary to remove inspected s~ n~ <br />n5-ateria During t e Nove er 3 site inspection, BMRI h~Evv,~/ <br />specifically explained that this would be the last ~~~ / ^ ~~`~ <br />opportunity for the compacted soil liner to be inspected ~`~•gj / ' <br />The compacted soil liner had been completed, and the ;,,Y ~r ~'`'~ <br />synthetic liner installation portion of the construction ~..~ <br />would be completed in 2-3 days. BMRI then asked if the s~ ~~ ru ~, <br />Division wished to have a trench dug within eke soil liner;u-(~'/ f .~ <br />the Division did not. The field engineering changes have <br />been implemented to facilitate construction activities and <br />improve the overall performance of the facility. <br />
