III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />Hvdrology <br />The water level in Pond C was at the level of the primary dischazge structure. The gated <br />valve was closed. Pond D had a little water in it. Pond B had water up to the primary <br />discharge tube. Pond J and Pond K at the train loadout were dry. No ponds were <br />dischazging at the time of the inspection. All pond embankments were stable and all pond <br />spillways were functional. <br />Culverts and ditches azound the mine site and train loadout were functional. However, the <br />outlet of the road culvert at the west end of the coverfill stockpile azea will need a little <br />cleaning soon. Straw bales and silt fence were also functional. However, one straw bale <br />at the cove-r€tlI stockpile will need replacing soen. The ditch and-silt -fence at the base of <br />the train loadout benches were functional, although a couple of the silt fence sections at <br />the base of the bench that is east of the Terror Creek Loadout will need repair soon. <br />On the west end of the train loadout, there was water flowing from the irrigated field <br />above the location through the raikoad track culverts. There was also some water coming <br />out of the French drain. At the east end of the train loadout, the operator's repair work on <br />the Fire Mountain Canal has been very successful. There were only two very small seeps <br />in the cut bench slope. The operator has installed a flexible pipe to pass irrigation water <br />from an upgradient field through a culvert and under the tracks. <br />The seep azea to the west of the water tank bench was wet but not flowing. The seep <br />above the road leading to the water tank bench appeazed to be dry. <br />Gob Pile <br />The top of the gob pile was being graded at the time of the inspection. The material <br />appeazed to be a little moist but not wet. The ditches at the site had sufficient capacity. <br />The water bar arld culvert at the entrance to the site were functional. The outside road <br />berms and inside road ditches were operational. <br />Slope Stability <br />There was one very small azea of the train loadout bench where cracks have appeazed in <br />the outer edge of the bench. The bench azea is located between the Elaine Johnston house <br />and the Terror Creek Loadout. It was not obvious whether the cracks were due to the <br />beginning of a localized slope stability problem or whether it was due to shrinkage <br />Z <br />
