Elk Creek C-1981-022 <br />13 December 2006 C~ <br />P9 2/3 <br />Hydrologic Balance (cont.): Pond D (cont.) - No erosional problems were noted on the <br />pond embankment. The pond has an oil boom and it was in place. The trash rack and anti- <br />vortex device was in placed on the primary discharge pipe. There is some sediment at the <br />inlet of the pond but it does not appear to be a problem at this time. <br />- The East Yard pond contained a small pool of water and was not discharging at the time of <br />the inspection. There is a large pile of snow at the pond inlet from plowing of the roads. The <br />pond embankment was covered with snow but appeared to be stable. No erosional <br />problems were noted on the pond embankment. <br />- Pond F did not appear to contain any water at the time of the inspection (the bottom of the <br />pond was covered with snow) and it was not discharging at the time of the inspection. The <br />embankment was covered with snow but appeared to be stable at the time of the inspection. <br />No erosional problems were noted on the pond embankment. <br />-The ditches along the haul road to the Elk Creek facilities area, the East Yard and old <br />highway 133 were all cleaned and appeared to be stable and functioning as designed. All of <br />the sumps in the ditches were also clear. No erosional problems were noted in any of the <br />ditches. <br />Backfilling 8~ Grading: -The backfilled Sanborn Creek portal appeared to be stable at the <br />time of the inspection. There was no cracking or settling noted in the reclamation. All of the <br />runoff from the portal appeared to be flowing off of the backfill and no erosional problems <br />were noted on the area. <br />Explosives: -The explosives magazines were in place at the time of the inspection just <br />below Pond D. The area where the magazines are located was muddy but it was stable and <br />in good condition at the time of the inspection. <br />Processing Waste: -The West Vailey Fill had a few patches of snow on it at the time of the <br />inspection. There was no water pooling on the pile and it appeared to be well compacted <br />and stable. There were approximately 15 piles of refuse waiting to be spread and <br />compacted on the pile. <br />- The reclaimed East Yard pile had a few patches of snow but appeared to remain stable and <br />well vegetated. No erosional problems were noted on the pile at the time of the inspection. <br />Support Facilities: -The Sanborn Creek Fan area was covered with snow at the time of the <br />inspection. The area appeared to be stable and no erosional problems were noted. <br />- The Sanborn Creek fan site was stable at the time of the inspection. No erosional <br />problems were noted. <br />-The substation #3 pad was muddy but appeared to be stable at the time of the inspection. <br />No erosional problems were noted on the pad at the time of the inspection. <br />- Both the Sanborn Creek and Elk Creek Mine facilities areas were wet and muddy but <br />appeared to be stable at the time of the inspection. No erosional or other problems were <br />noted at either of the facilities areas. <br />- The downhill conveyor from the Elk Creek Portals to the coal stockpile was stable and in <br />good condition at the time of the inspection. <br />
