<br />Air quality monitoring: Permit #82FR324 has been issued for the <br />loadout facility and permit #83FR004F has been issued at the <br />mine. Both permits were issued on 11-18-86 and have a limit on <br />the amount of coal which is mined and processed. There is no <br />expiration date on the Air Emissions permits. <br />SPCC Plan: The Spill Prevention Control and Countermeasures plan <br />was updated July 1990. The plan indicates 1775 gallons of <br />petroleum products stored at the mine and loadout. <br />Pond Inspections: Pond inspections were not at the mine office <br />when first requested. They were in the possession of the mine <br />engineer but were brought to the office before the end of the <br />inspection. Inspections are done quarterly and are certified. <br />Small Area Exemptions: Two topsoil piles adjacent to the access <br />road to the mine are exempted from treatment. There is no <br />demonstration in the mine plan that runoff from the area meets <br />effluent limitations. There is a berm constructed around the <br />piles. <br />Certifications: <br />Impoundments--The three impoundments associated with the <br />mine have been certified by a registered engineer. <br />Diversions--Calculations and cross sections for diversions <br />and/or ditches are contained in the mine plan and were <br />prepared by Larry White a P.E., however since the <br />information reviewed was a copy it is not known if it was <br />stamped. <br />Roads--The road designs at the mine were revised and <br />recertified 7-90. There are no road designs for the loadout <br />facility but these are not required if the road is <br />considered to be within the disturbed area. <br />Coal mine waste--The waste at the north spoil area was last <br />certified on 3-30-92. Proctor test are done twice a year <br />the latest being 4-3-92.
