III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />Culverts Ditches and Beans <br />There aze several culverts which need maintenance, although they are functional now. <br />The outlets to the culvert at the beginning of the West Mine road and the culvert that is <br />second from the mine gate need to be cleaned. The inlets of the double culverts under the <br />West Ridge waste pile entrance road need to be cleaned. The outlet of one of the double <br />culverts at the West Ridge waste pile pond entrance road needs cleaning. The inlet of the <br />culvert under the entrance road to the oil barrel storage azea, just above the <br />crusher\screener level, needs cleaning. The remaining culverts were in good shape. The <br />operator had recently maintained the culverts along the West Mine road. <br />Some rocks have fallen into the concrete lined channel behind the electrical warehouse. <br />The ditch is still functional but will need maintenance soon. The other ditches at the site <br />were in good shape. <br />At the coal loadout, the berm which is on the south side of the east coal stockpile location <br />needs beefing up so that coal does not fall down the hillside towards the railroad tracks. <br />Other berms azound the mine site aze in good shape. <br />SAES <br />Several of the silt fences and straw bales at some of the SAES need attention. A couple of <br />bales need to be replaced at the end of the ditch that lies behind the vent fan at the West <br />Mine. Silt fence and bale maintenance needs to be done at the main topsoil pile at the <br />West Mine. Also at the West Mine, one section of silt fence on the fill outslope needs <br />repair. At the crusher\screener level, the straw bales around the drop inlet need to be <br />repositioned. At the main mine site, the silt fence behind the watertanks needs repair. <br />Finally, the line of straw bales on the south side of the railroad tracks at the highway coal <br />stockpile needs replacing. <br /> <br />
