z <br />INTRODUCTION <br /> <br />By enacting The Colorado Weed Management Act, the Colorado General <br />Assembly, defines and declares that all lands of the state of Colorado, whether in private <br />or public ownership, are protected by and subject to the jurisdiction of a local government, <br />empowered to manage undesirable plants as designated by the state of Colorado and the <br />local governing body. <br />The Montezuma County Weed Control Program (Hereinafter known as the <br />"County") was organized according to C. R. S. 35-5.5, et. Seq, the "Colorado Weed <br />Management Act", as set forth on Exhibit "A", attached hereto and incorporated herein, <br />which took effect on July 1, 1990. <br />The Weed Management Area covers all of Montezuma County, except the <br />incorporated municipalities within the County. If at sometime in the future, a municipality <br />desires to enter into an Intergovernmental Agreement with Montezuma County for weed <br />control, the Montezuma County Comprehensive Weed Management Plan shall apply to <br />that municipality. <br />The County Weed Advisory Commission is a 7 member commission composed of <br />qualified resident landowners appointed by the Montezuma County Board of County <br />Commissioners, and shall include anon-voting representative from each of the Federal, <br />State, and County land management agencies in the County. (U. S. Forest Service, <br />Dolores and Mancos districts, U. S. Bureau of Land Management, the U. S. Park Service, <br />Mesa Verde National Park and the U. S. Bureau of Indian Affairs, Ute Mountain Agency, <br />U. S. Bureau of Reclamation, U. S. Soil Conservation Service, and the Colorado State <br />Department of Transportation, State Division of Wildlife, State Land Board, State Parks, <br />Mancos and Dolores Water Districts, Montezuma Valley Irrigation Company, and Soil <br />Conservation Districts.) The County is prepared to exercise within its boundaries public <br />power as authorized by the law, as amended and supplemented. <br />Control of undesirable weeds is the responsibility of all landowners (Federal, State, <br />County, Municipal and Private). The advisory commission will work with these <br />landowners to help diem with the control of the noxious weeds outlined in this <br />management plan. <br />The advisory commission works with and through the Director of the County <br />Weed Control Program. The Director is a weed management professional hired by and <br />reporting directly to the Board of County Commissioners. He is responsible for directing <br />the weed control efforts on the county roads, and other areas as appropriate. He is also <br />responsible for public education about weeds, and insuring the County's compliance with <br />the various local, state and federal regulations. <br />
