III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />The mine site has one access road, that leads from the portal bench to the utilities bench, and <br />several light use roads for travel to water monitoring locations. No problems were noted with any <br />of these roads. <br />Exolosives <br />The cap and powder houses were locked. The operator stated that no explosives were being <br />stored at the present time. <br />Gob Pile <br />The operator was adding coal waste material to the gob pile. The material appeazed to be fairly <br />dry. The lift was about two feet thick and only covered a third of the gob pile area. The <br />sheepsfoot compactor was being repaired at the time of the inspection. The underdrain inlet was <br />exposed. However, the operator needs to do a better job of keeping dirt and other material out of <br />the exposed underdrain rock. The west side diversion ditch was in and had sufficient capacity. <br />The upland diversion ditch had capacity but needed to be watched for material falling down into <br />the ditch. The operator had recently constructed and graveled the haul road segment leading to <br />the gob pile from the east side. <br />Coverfill Stockpile <br />The operator was preparing to seed and mulch the coverfill stockpile. The east side diversion <br />ditch was in place. The straw bales and containment ditch for this SAE were also in place. There <br />were no erosional problems observed. <br />Facilities <br />The operator has moved engineering into the old mine office, located at the junction of the gob <br />pile haul road and the main haul road. A large coal stockpile is on the portal bench azea. A small <br />amount of fugitive dust was observed from the operation of a front end loader working on the <br />4 <br />
