SMC 10/92 page 2 <br />There were a couple of conditions that were in violation but were remedied prior to <br />the end of the inspection. An NOV was not issued for these conditions. <br />The 36" CMP, under the access road just prior to the Sanborn Creek <br />portal, was crushed about halfway. SMC used aPort-a-power to jack the CMP <br />back into position. There did not appear to have been any flows through the pipe <br />that had been impeded. <br />The Bear and Hubbard Canyon areas and the side of the mine area <br />away from the state road did not have perimeter markers posted. The mine area <br />had a couple on this side, but not nearly enough to distinguish where the boundary <br />lay. SMC erected fence posts with PVC casings,~to match the existing markers, <br />before the end of the inspection. <br />The gob pile designs in the approved permit did not have any drainage <br />designs for the pile. The 100 yr. ditch around the pile was intermittent on one side <br />and non-existent on another side. SMC had submitted designs to MLRD for review <br />as part of the "mid-term review process. To avert an enforcement action, MLRD - - - - <br />reviewed the plans and found them adequate. The inspector issued a Field Minor <br />Revision (# MR-12), for the designs and the operator constructed a ditch around <br />the entire pile to meet those designs. <br />Three sift fences were replaced prior to the end of the inspection. SMC <br />and MLRD felt that possibly the hunters in the area had kicked holes in them <br />recently. <br />Other conditions existed that displayed the potential to become violations if <br />maintenance is not pertormed soon. They are not in violation at this time. <br />The berm around the storage area, "K-Mart flats", needs to be <br />reworked. This berm appears to be very weathered in some places and could <br />allow the runoff to discharge over the slope. <br />The Hubbard Creek silt fences that were not replaced during this <br />inspection will need replacing soon. UV light breaks down this material and the <br />fences appear to be quite old. <br />SMC must be more careful in the use of storage areas. The road to the <br />Sanborn Creek portal had a wide spot between the mine water discharge pond <br />and the portal that was being used as temporary storage for rock dust, etc. If <br />SMC wishes to continue using this location, it must be approved as such in the <br />permit. <br />
